Romanian SMART Authorites. Possible ways to purchase services in the field of energy efficiency

Summary/Abstract: The new direction adopted at the European Union level in the field of energy efficiency determined the amendment and adaptation of the national legislation and the creation of correlative programs so that Romania aligns with this trend. However, although at a theoretical level, both a legal framework and various instruments with practical values have been created, the public authorities are facing real problems in relation to their effective implementation such as, for example, substantiation (including from a legal point of view) of the decision to conclude energy performance contracts, choosing the actual method of procuring energy services or drawing-up, as accurately as possible, of all the elements necessary to organize and carry out in the best conditions the procedures for procuring such services and, correlatively, the contracts to be awarded following these procedures.
