Summary/Abstract: Internationalization has become one of the most important elements of higher education systems in the developed countries. With this field, the quality of teaching of higher education institutions is improved and new opportunities arise for the formation and dissemination of intellectual culture. However, it is known that this cannot be achieved by an increase in the number of students alone. For this purpose, it is known that there are basic elements such as the creation of joint research centers, joint publications and ensuring student and faculty mobility. But most of all, it should be noted that the most fundamental factor in internationalization in a country is the possession of competent technical infrastructure and the correct functioning of corporate structures. It is observed that there has been a significant increase in the number of foreign students in the higher education system in Turkey in recent years, but it seems that there has been no considerable improvement in other basic elements of internationalization. In this article, the basic elements of internationalization in the higher education system are mentioned, world examples are focused on and what can be done in the field of internationalization in the higher education system in terms of newly formed regional opportunities is discussed.
