Summary/Abstract: The Citizenship of EU presents historical challenge to national citizenship and nation identities. This study deals with the notion of EU citizenship from the point of view of international law. The EU is not a state and its understanding of citizenship differs from the common and traditional meanings of citizenship or nationality. Besides, EU citizenship is often called inaccurately as “European citizenship”. The EU citizenship is based on the pre-existing community rights (free movement, residence) and some additional rights (as electoral rights, diplomatic and consular protection), without corresponding duties. In fact it means strengthening of European political integration. In this way EU citizenship has a distinct content from the national citizenship and differs also from the relationship between the individual and the territorial nation-state. Formation of “European demos” and “European identity” is still more the idea than reality. EU citizenship still lacks the basic international law features of citizenship. Nevertheless it will have impact even on state practice of granting national citizenship (nationality).
