THE EU AND HUMAN RIGHTS AT THE UN: 2010 REVIEW

Over the last year, the EU has struggled to make an impact on human rights at the UN, despite working more closely with the Obama administration than it was able to do with the previous administration. As a result, it is now clear that deepening divisions over human rights at the UN were not just a by-product of Bushism. The EU’s ‘voting coincidence score’ – reflecting the level of support from other countries for its positions on human rights in the General Assembly – has fallen from 52% last year to 42% this year. There have also been splits within the EU on votes in the Human Rights Council on Israeli actions in the Middle East, which has weakened the EU’s reputation for coherence on fundamental values at the UN. // This update – the second annual update to ECFR’s 2008 report on the EU and human rights at the UN – underlines important longterm trends. The Obama administration’s policy of engagement at the UN has only persuaded a few countries to shift their stances on human rights and big non-Western democracies – especially Brazil – continue to drift away from the EU’s positions. Attempts to reverse this trend through technical reforms in the UN’s human rights system will likely fail. A European drive for broader UN reforms such as expanding the Security Council would be a gamble but could persuade rising powers to rethink their positions on human rights.

Albania in the next ten years – Politics, Economy, Society - Perceptions

Albania in the Next Ten Years marks the conclusion of a twostage project entitled Twenty Years After: Rethinking Democracy and the State in Albania. The aim of the project was to gauge the perceptions of the Albanian public on the period in Albanian history commonly referred to as the ‘transition,’ as well as to understand Albanians’ expectations about the future. The data gathered by this project constitutes a valuable addition to the rich body of data gathered over the years by the Albanian Institute for International Studies through a considerable number of surveys that have, for the most part, focused on the issues of Euro-Atlantic integration, state and institution building, the implementation of democratic standards, and, to a lesser extent, on social issues and the economy. This project is distinct because it is the first attempt to offer an overview of not only the way in which the Albanian public has experienced the post-Communist transition, but also the way in which this experience has shaped their expectations for the future. // The next decade will show whether Albania decides to complete the transition process, or to remain tangled up in the limbo of a hybrid regime. Whereas last year we answered the question “What is Albania like twenty year after the collapse of the communist regime?” this year we try to answer the question “What do Albanians expect for their country in the next ten years?” And as one can expect, given the confusing nature of developments in Albania, the responses given to the survey also show a level of confusion, a combination between pessimism and optimism, satisfaction and dissatisfaction, that would have been hard to understand without taking into account the rollercoaster that has been the last years of life in Albania.

14 maja br. w Turcji odbyła się pierwsza tura wyborów prezydenckich, do których stanęli urzędujący Recep Tayyip Erdoğan, lider opozycyjnego Stołu Sześciu – Kemal Kılıçdaroğlu i nacjonalista Sinan Oğan. Erdoğan był bliski uzyskania 50% głosów gwarantujących zwycięstwo, ostatecznie jednak 28 maja br. odbędzie się druga tura głosowania. W przeprowadzonych równolegle wyborach parlamentarnych sukces odniosła Partia Sprawiedliwości i Rozwoju (AKP) i jej koalicjanci, z którymi tworzy rządzący Sojusz Ludowy. Postawa zwolenników Oğana będzie mieć największy wpływ na rozstrzygnięcie wyborów prezydenckich.
