The fact that the development of science is possible only when access is made to the results and the conclusions associated with the research which was conducted has been familiar for a long time in the scholarly community. In the 1990s this reflection became an impulse for the establishment of the Open Access movement (OA) and for the construction of the first open archives which were supposed to accelerate the flow of information. The article familiarises the reader with the premises of the OA concept which contributes to the popularisation of knowledge and its development, it presents on the basis of the example of the Jagiellonian University Repository the manner of the functioning of repositories, the benefits which are associated with the opportunity to publish works in the open access framework and it indicates the position which institutional digital libraries may assume in scholarly communication.

Internetowe narzędzia komunikacji, czyli jak zapanować nad chaosem informacyjnym

The current IT revolution moves mass social communication to the Internet. This communication is very frequently conducted by means of “traditional” methods such as e-mail or social media messengers. The author points out that in the case of communities which feature more formal relations of collaboration (especially research and scientific ones) such tools may be inadequate, and in order to come to terms with the risk of the emergence of information chaos she suggests the use of specialised internet instruments of communication, examples of which are discussed in the present work.

Social media – sprawne narzędzie komunikacji w środowisku naukowym

Social media provide considerable opportunities for quick and inexpensive publication of information, and consequently also for scholarly gleanings. This tool furnishes the possibility of communication between scholars themselves and of the popularisation of one’s accomplishments, results of research and instances of success of scholarly institutions. Scholars more and more frequently and eagerly embrace social media, not only for promotional purposes. Internet profiles or blogs are established by eminent scientists as well as by local and global institutions, such as NASA. The article discusses selected profiles devoted to scholarship (ones the present e.g. the most recent scholarly gleanings, ones that commemorate historical events etc.) and websites of scholarly institutions. Their accounts on two major social media portals were evaluated: Instagram (NASA, Brooklyn Museum, sciencedisplay Knowledge Is Power) and Facebook (Science News Magazine, American Museum of Natural History, British Museum), in order to describe the way in which popularity may be utilised in a positive way, and concomitantly to publicise frequently noncommercial activities of scholarly nature.

Retrokonwersja i tworzenie dostępów do pełnych tekstów – stare i nowe zadania dla bibliografii regionalnych

In 2016 the Silesian Library in Katowice obtained the financial means which enabled the purchase of necessary software for the online presentation of a bibliographical database which has been in development for years. The conditions of financial subsidies also stipulated the establishment of an access point to the Śląska Biblioteka Cyfrowa [Silesian Digital Library]. This new, broadened scope of access is supposed to be realised by means of the establishment of networks of connections between the descriptions of a retrospective bibliography of Silesia from the years 1935–1939 which are converted from print to the database. The article discusses the architecture of the Bibliografia Regionalna database and discusses in an in-depth manner the problems and the solutions associated with retroconversion of early bibliographical records (which is in progress) and the establishment of network connections between bibliographical records and unabridged texts – publications in digital libraries.

ARHIVSKO GRADIVO SOCIJALISTIČKOG RAZDOBLJA U PROCESU PROVEDBE ANEKSA D SPORAZUMA O PITANJIMA SUKCESIJE

The breakup of the former Yugoslavia opened up the question of the redistribution of common property, acquired from 1918 until its breakup. The procedure for resolving this issue is regulated by the Agreement on Succession Issues of the former SFRY, signed in Vienna on June 29, 2001, which, after ratification by all the signatory states, entered into force in 2004. One of the issues regulating the redistribution of common property relates to common archival material. These issues are regulated by Annex D of the said Agreement, and are carried out by the state archives of the signatory countries. The process of acquiring archival material preceded the creation of the List of Claims under Annex D of the Agreement on Succession Issues of the former SFRY. As it is visible from the Search List, Bosnia and Herzegovina, in the process of succession, seeks original documentation and / or copies from several hundred funds located in the Archives of Yugoslavia, but also in some other locations. In particular, we highlight the material of military provenance and film material. The central part of the paper discusses the funds from the socialist period with the presentation of the materials it has taken over and how after the takeover with it it is handled in the Archives of Bosnia and Herzegovina. The paper will be accompanied by a complete overview of funds from which archival material has been taken so far with accurate data on the number of acquired archives.

This paper aims to present the current state of the archival material of the socialist period in the Slavonski Brod State Archives. Through the selected funds, the current archival legislation of the Republic of Croatia will be problematized, in the context of the announcement of the new Archives and Archives Act, with a special emphasis on the role of politics and the problem of accessibility.

Regarding the archival material that originated in earlier historical periods, most of the archival records of the socialist period had the luck and advantage that it was created under the supervision and protection of the Archive of the Bosnian Krajina, which reflected the order and completeness of archival funds. The collected assets of the administrative body are well preserved, without major damage, and the legibility is satisfactory. The largest amount of material is packaged in archival boxes and stored in deposits. Considering the quantity, number and content of funds, as well as the interest of users, the assets of the administrative authority from the socialist period deserve special treatment, and more attention should be paid to its regulation and processing in the following period.

The staff potential of archives in Bosnia and Herzegovina is the basic premise of the successful development of the archival service. Namely, with material and spatial assumptions, the staff is a key factor in the successful functioning of the archives. Therefore, this paper aims to present the current state of human resources potential, compares them with the situation from 1991, and determine the personnel needs of archival service of Bosnia and Herzegovina in accordance with current needs, or archival standards. Various methods were used: method of survey,statistical method, comparative method, method of analysis and synthesis, inductive method, etc.

The engagement and inclusion of the Archives of Bosnia and Herzegovina in the part of the handling and management of records on new information carriers has no alternative in the 21st century. However, in order to establish a sound management system, valid legal frameworks are necessary, which will equate and streamline the processes in the desired direction. Over the past decades, the archives and archival legislation of Bosnia and Herzegovina have identified and harmonized practices and practices in the part relating to conventional archival material. However, in the part of new information carriers and new records, whether electronic, digital or otherwise, the Archives of Bosnia and Herzegovina still do not have the same approaches, adequate regulations, defined standards and rules. This is largely due to the lack of, or the inadequacy of, existing regulations that define the subject matter. Therefore, this paper aims to analyze the existing regulations, point out certain deficiencies in the part of the inequality, or the absence of the regulations governing this important issue, and the obligation and responsibility of the archival service in terms of handling and managing records on new information carriers.

Style bibliograficzne polskich czasopism punktowanych z zakresu bibliologii i informatologii. Komunikat

One analysed the bibliographical styles employed by the editors of Polish impact-factor periodicals which represent the broadly conceived fields of bibliology and informatology which are included in „Part B of a directory of scholarly periodicals. Scholarly periodicals which do not feature the Impact Factor (IF) along with a number of points accorded for publication in these periodicals” of the Ministry of Science and Higher Education. One studied 35 periodicals published by institutions of higher education, scholarly and public libraries, units of the Polish Academy of Science and by professional and scholarly organisations. One characterised in a brief manner the principles of drawing up bibliographical documentation employed by the editors of periodicals in order to demonstrate the correlation between the documentation and the data deposited in the POL-index database.

UREDSKO POSLOVANJE U SLUŽBI ARHIVSKE DJELATNOSTI

Records management is of great importance for business activities of creators of materials, as well as for professional work done in archives. How important it is that the creator consistently carries out proper record management is easily recognized by an archivist acquirement of archival material by an archive and its arrangement and use. Following the development of the record management system and archival activities as well as new technologies, it can be concluded that archivists have to take care of this segment of business from the beginning. The paper outlines the purpose and principles of records management, and the historical development of the records management system in Republic of Croatia after 1945.

Records management involves handling acts from their creation or reception, to the filing, or archiving. The paper will give a brief overview of the earlier regulations that regulated this area, as well as the regulations that are currently in use in Bosnia and Herzegovina. The paper will analyze the regulations which are one of the most important factors that influence the success of document management. The emphasis will be placed on uniformity and compliance with the regulations governing these areas in Bosnia and Herzegovina, entities and the Brcko District of Bosnia and Herzegovina, and especially in the part of the classification codes. The aim of this paper is to point out the importance of records management in the document management system, both in registries and archival management.

ZNAČAJ OSNOVNIH EVIDENCIJA U KANCELARIJSKOM I ARHIVSKOM POSLOVANJU U OSNOVNIM I SREDNJIM ŠKOLAMA

The basic evidences in the records management of primary and hight schools are the formal protocol and the archival book. Proper and lawful keeping of basic evidences is of the utmost importance for proper management of documents in institutions of primary and secondary education. Therefore, it is very important to correctly and thoroughly maintain basic records in schools, from the creation of the document to submission to the competent archive. For proper keeping of basic records, the worker in charge of them must be trained, and familiar with the regulations governing the field of office and archival business. This paper aims to point out the importance of correctly keeping basic records in primary and high schools, and to point out some of the omissions that are present in these institutions.
