Zakon o planiranju prostora i izgradnji objekata - Sva moć je na jednom mjestu

Donošenje novog Zakona o planiranju prostora i izgradnji objekata predstavlja jednu od najkontroverznijih zakonodavnih inicijativa od državnog osamostaljivanja Crne Gore. Prilikom čestih izmjena prethodnog zakona, koji je definisao ovu oblast, bilo je jasno da Vlada ide u sve veću centralizaciju. Ipak, predlaganjem novog propisa Vlada je veoma jasno stavila do znanja da će se od sada isključivo na centralnom nivou odlučivati o planiranju crnogorskog prostora. Novo zakonsko rješenje izazvalo je brojne kontroverze i zbog ukidanja obaveze da se prije početka radova pribavi građevinska dozvola, ograničavajući time mogućnosti inspekcije da obavlja valjanu kontrolu izgradnje objekata. Ovim propisom poništen je i nedavno usvojeni zakon kojim je definisan proces legalizacije nezakonito izgrađenih objekata. To je sada u ingerenciji novog zakona. Zbog brojnih nedostataka u Zakonu, na koje su ukazivali predstavnici struke, civilnog društva, opozicije, dijela vladajuće koalicije, ali i međunarodne zajednice, stekao se utisak da je Vlada ostala usamljena u ovoj inicijativi. Lideri i poslanici pet parlamentarnih opozicionih partija podnijeli su predlog za ocjenu ustavnosti ovog zakona i postupak pred Ustavnim sudom još je u toku.

Новият закон за противодействие на корупцията - предизвикателства и перспективи

Corruption is a major factor for causing difficulties in functioning of any country, and the presence of an increased corruption risk forms a negative impact at regional and international level. Bulgaria does not make an exception in that remark, as the county also faces current challenges. This requires certain resultative actions to be applied for dealing with the increase of corruption risk and for providing adequate countermeasures against corruption practices. In response to the indications of a widespread corruption, which could be seen not only via external monitoring and analysis of processes in the Bulgarian society, but also through an internal assessment of public environment, steps towards change of the legal framework have been introduced by series of legislative initiatives and actions. These steps aim to create an adequate mechanism to counteract the corruption. The article identifies present challenges towards introducing new legal approach in counteracting the corruption. It presents the perspectives that have to be supported for achieving higher efficiency of anti-corruption measures.

The document Regulating the legal position of migrants in irregular status and access to the right to work and the right to education was created as a result of one of the activities on the project Guidelines for Migrants - a guide through the labyrinth, which aims to provide migrants with support in regulating their legal status and to ensure access to appropriate education and employment in the Republic of Serbia (RS) in accordance with their legal status. Project activities are divided into three groups and include: 1) direct support activities for migrants and migrant children; 2) advocacy activities (policies related to the legal and strategic framework of Serbia that protects the rights of migrants); 3) awareness-raising activities (local campaigns on the rights of migrants to employment and education).
