The Roman legal experience contains a vast number of norms in relation to the safety of navigation, rescue of people and finding of goods in the marine waters. The new Maritime Navigation Law 14/2014 is not strange to many of the principles that have been in operation since Roman times and which were previously codified in the Commercial Code. This study aims to discover the common points, connections and influence of Roman law with regard to the salvage and taking out of goods from the sea. We are trying to explore the past to understand the current legislation.

Concerning the 10 years of Bulgaria's membership to the EU, the article presents shortly the EU process of development of the principle of equal treatment with the adoption of the Race Equality Directive, the transposition of which became obligatory requirements to the EU member states and to the accession countries. It also touches upon the perceptions of Central and Eastern European states before their accession, concerning racism and racial discrimination and the further development of the Bulgarian anti-discrimination legislation with the transpositon of the EU Race Directive. The article provides some of the many definitions on racism, discrimination, racial discrimination and definitions about direct, indirect discrimination as statde in the Race Directive. The author express its concerns on the prevalence of racial and ethnic discrimination as a social deviation and the need civil society and responsible authorities to join forces in the fight against all forms of discrimination.

Traditionally, the Commercial (Business) law in Macedonia is comprised of three main parts: 1) company law (legal business forms); 2) commercial contracts; and 3) securities and payment instruments. All Commercial law constitutive parts, at the moment, are on different level of harmonization with the EU Law, although they cannot be analyzed independently from each other. Although the general perception might be that the Company law part should be the most harmonized due to the globalization and erasure of the world or European trade boundaries, the situation in practice is not as expected. Comparatively, the formal and the functional convergence of the national with the EU law are the two basic harmonization methods. The formal convergence means nothing else but harmonization of substantive and adjective legal rules by formal activity of the national legislator (the national parliament). Although the most certain, this approach seems to be the most difficult, mainly because of its openness to political lobbying and pressure from the opponents for such convergence. The formal convergence might be achieved by using several techniques: via (in)direct transplants of company and similar laws; through convergence motivated by political dictate, such as the ongoing formal convergence of the EU member states laws by implementing or enforcing different EU directives or regulations.

This study follows the established order for the implementation of obligations of an administrative nature in the current Administrative Procedure Code. In considering this issue, the author expresses his position, taking into account the positive contributions of the Code on these issues and at the same time notes the ambiguities about the precision of the regulations, which also lead to contradictory case law. The use of the analytical method aims to justify the need for rational solutions to improve the regulatory framework and the formulation of de lege ferenda proposals.

Reducing of number of city functions and slow urban development of medium and small cities among 30000 – 100000 people (which are research object) create terms of social economic disproportions. In this situation the main purpose of the research is analyzing the tendencies and regional development potential of medium size cities in North central region in Bulgaria. For the need of methodology, the authors use quantitative and qualitative methods as method of hidden internal dependencies between surveying objects; methods for detection of cause – effect relations between objects and phenomenon; comparison method; analysis and synthesis. Research task: To analyze social economic situation in medium size cities in North central Bulgarian region; The authors are going to realize systematic estimation of regional development instruments contribution, effectiveness and effects of strategy and regional and local plans for development related to regional development of surveying cities in the region; To formulate final conclusions on basis of municipalities analysis. In comparison to other regions in Bulgaria there are great misbalances. The tendencies and perspectives for their development illustrates realism and fulfilment of planning steps, activities and concrete projects in accordance to rehabilitate infrastructure – technical, educational, social and cultural.

EU General Data Protection Regulation, or Regulation 2016/679 (GDPR), adopted in April 2016, comes in force in 2018, 25th May. Significant changes in data protection procedure are going to happen after the date and because of that, we can observe right now an increased attention of a private sector to methods and practices of data protection. GDPR introduces the new right into data protection legislation – the right to data portability, along with the right to erasure (or right “to be forgotten”). The author describes the essence of the introduced right to data portability, distinguishes its relations with regards to other provisions of the Regulation and draws attention to the main challenges, which will be faced by private business in the GDPR implementation process.

The protection of personal data is one of basic human rights enacted in many international acts dedicated to the protection of human rights. In that segment, beside the European Convention on Human Rights and Basic Freedoms, in the framework of the Council of Europe some other acts have been enacted such as the Convention No. 108 for the Protection of Individuals with regard to Automatic Processing of Personal Data; its amendment regarding the additional protocol of the Convention on the supervisory body and transfer of the personal data to the third countries; recommendations,directives, etc.Strict rules on collection, using and transfer of personal data have been enacted in the European Union. The aim of their enactment is to secure high standards of their protection. In this regard, the most important is the Directive 95/EC of the European Parliament and the Council, on the protection of individual during the procession of the personal data.The reform in the area of the protection of personal data has been started in 2012 in the European Union, as a result of the process of globalization and use of new technologies. The main purpose of the reform is strengthening of the individual human rights. The author analyzes actual European legal norms on the protection of personal data, aiming at the answer to the question whether the measures can contribute to the better protection of individual personal data.

European economic and monetary union is in one of the most important and most complex reforms of its architecture, and also reforms of management of the totality of its economies. These changes would have to be reached, even if there was no financial and economic crisis. Current reforms in the EU are necessary so that its markets and its production factors could function and by that increase productivity of its production. Apart from this principal problem, in this paper is analysed in details elements of current and future mechanism of economic management in EU and European Monetary Union, and then detail discusses good and bad sides of financial, and also including fiscal, system of EU and EMU. After that monetary system and politics are detaily analized. In these areas are prepared fundamental reforms after which EU and EMU will get stronger. In essence, the knowledge and experience for that purpose exists in the EU, and there is no reason why the Union, as developed area with 500 million people and more than six decades mirnodobskog coexistence, with still good educational system and integrated in all aspects of the world economy, would not to strengthen its effectiveness and its corresponding position very significant part of a multi-polar world.

РИМ II УРЕДБА (РЕГУЛАТИВА) ЕВРОПСКЕ УНИЈЕ: МЕРОДАВНО ПРАВО ЗА ВАНУГОВОРНЕ ОБАВЕЗЕ

As of 11 January 2009, courts of the Member States of the European Union are required to apply the provisions of the Regulation (EC) No 864/2007 of the European Parliament and of the Council of 11 July 2007 on the law applicable to non-contractual obligations (Rome II). This Regulation contains unified rules for determining the applicable law for non-contractual obligations arising out of delict, unjust enrichment, negotiorum gestio and culpa in contrahendo. Together with the Brussels I Regulation on jurisdiction and the recognition and enforcement of judgments in civil and commercial matters and the Rome I Regulation on the law applicable to contractual obligations, it codifies to a large extent conflict of laws rules for obligations in European Union. This article examines the provisions of the Rome II Regulation, indicates some issues that may prove to be problematic in its application, and concludes by recommending its provisions as a model for future drafting of the relevant rules in Serbian Private International Law.

According to the sources, the life of the upper class Roman women was both quiet and insignificant during the Republic. In spite of the fact that a few ones stand out within a more mythical rather than realistic ancient literature, women had to stay at home, whereas men, outside «feminine» place, had the choice to access an enormous universe of possibilities and political dreams. Nevertheless, one woman will shine above the other matronae in the last decades of the Roman Republic: Terentia, Cicero's first wife. Thanks to this eloquent orator –the most important source of those last times– and his epistolary work, we will be able to observe how this woman could manage the family finances during the absences of her husband; we will see that this was an action which followed no patterns.

The history of damage to the environment is not a new situation in antiquity, and when it comes ignis fire and the negative consequences that this implies. Today, arson affects a broad heterogeneous spectrum of legal goods to protect such as the safety of persons and public and private assets goods. For this reason, in my paper, we will discuss some aspects about how the fires in Rome had a strong legal and criminal and administrative repression, they consequently brought the need for urban redevelopment and prevention; morover, will see how many of the principles that Roman law prevention continue apply.

The life of Gaius Julius Caesar Octavianus is a brilliant example of the life of a brilliant leader, who succeed to provide peace in difficult and troubled times in the Empire. The presence of high intelligence, combined with a sense of details and cultural sophistication, provide an opportunity to Augustus to manifest his large-scale thinking and to made Rome center of culture, literature, architecture and philosophy. This created conditions for the so-called "Golden age" of Rome during which time was established lasting peace. This was the time of crafts and arts. Many architectural monuments, buildings, entire cities have been created. One of these cities was Merida (Emerita Augusta). Emerita Augusta was built because of its strategic geographic location as a communication unit of the western border of the Empire. Thanks to Augustus, many theaters, forums, temples, thermal baths, water reservoirs, bridges, etc. were built in the city. That way the city became the center of Roman politics on the peninsula. Also with his great influence Octavian managed to create a cult of his personality. In the Baetica ( one of the provinces in the Empire ) the cult was focused on Augustus and his family. The imperial cult served as a basic principle of the legitimacy of the dynasties and a factor for the socio-cultural connection of the various peoples in the Empire. But when Emperor Septimius Severus came to power, the Baetica lost its political authority as a factor in the development of Roman politics. As a result of his acts the cult in the city was abandoned.
