Българската държава между демокрацията и диктатурата

Author(s): Dimitar Ludzhev / Language(s): Bulgarian Issue: 5-6/2013

After the Liberation the Bulgarian state had a leading role in the development and modernization of the country. The article traces the changes in its institutions and functions in relation to changes in the political system. In the three decades until the First World War it was a parliamentary democracy with moments of deformation of authoritarian type, which was associated with liberal economy and significant socio-economic progress. In the interwar period bourgeois society passed through: an attempt to a left, “rural dictatorship” under the rule of the BZNS (Bulgarian Agrarian National Union); right-authoritarian dictatorship of the People’s Alliance during the government of Alexander Tsankov; restoration of parliamentary democracy under the rule of Andrey Lyapchev and the People’s Bloc; classic authoritarian regime established after the coup of May 19, 1934 and modified in the recovery of important elements of parliamentarianism and the rule of law in the years of the tsarist regime until 1944. Under all regimes, a trend was preserved to strengthen the state’s role as regulator of the economy and social relations, and to increase its contribution to the modernization of the country. After September 9, 1944 Bulgaria was ruled by a dictatorship of the Communist Party within quasi-parliamentary regime. By the end of 1948 totalitarian state was established and by the mid-1950s the totalitarian system of Soviet type was formed. The Party-state implemented expropriation of the means of production, forced collectivization and rapid industrialization, which turned Bulgaria into relatively developed industrial country with a predominantly urban population. The totalitarian system created uncompetitive economy of deficit and lack of motivation for economic activity among citizens deprived of their property and rights. After the collapse of communism in 1989, liberal democratic state began to be built and transition to a market economy on the model of Western democracy has been carried out. This new cycle of modernization of Bulgaria has been quite difficult - an incoherent and incomplete reform process, which has achieved very unsatisfactory results due mainly to the low managerial capacity of the new political elite. Its preference for the use of state power for enriching and privileges creates unproductive business, oligarchic structures and inefficient state without public capacity to provide modern development.

Pár slov k Mezinárodnímu setkání mladých lingvistů

Author(s): Yuliia Mostova / Language(s): Czech Issue: 2/2023

The traditional international meeting of young linguists, held at the Faculty of Arts of Palacký University in Olomouc on May 15-16, 2023, provided participants with an opportunity to reflect on a diverse array of ideas, discussions, and insights under the theme of an (In)comprehensible World. The main purpose of this meeting is to offer young linguists from around the world a platform to share and exchange their latest research, ideas, and findings in the field of linguistics. This year's conference focused on how language enables us to understand the world and share our thoughts, while also serving as a tool for manipulation and misinformation. The event highlighted the role of language in today's complex social and media context, examining how language and communication affect our ability to understand the world, present different worldviews, and the impact of cultural and generational differences on communication. The conference also explored the influence of non-verbal communication elements on message interpretation and the extent to which the current global situation affects language development. A plenary lecture by American cognitive linguist Laura Janda analyzed Vladimir Putin's speeches, focusing on the prohibition of the term "war" for the conflict in Ukraine and the use of grammatical cases in Russian discourse. The conference featured five specialized workshops and included a national round of the Student and Science: Linguistics competition, recognizing outstanding contributions from students.

Международный Научный Семинар «Трансцендентальный Поворот В Современной Философии — 9: Метафизика, Эпистемология, Теория Сознания, Когнитивистика И Искусственный Интеллект, Теология»

Author(s): ANNA SHIYAN / Language(s): Russian Issue: 2/2024

This text provides an overview of the International Scientific Workshop (Conference) “Transcendental Turn in Contemporary Philosophy — 9: metaphysics, epistemology, theory of consciousness, cognitive science and artificial intelligence, theology”, held in Moscow on April 11–13, 2024, at the sites of the State Academic University of the Humanities and the Russian State University for the Humanities. The review examines both the reports on Kant’s transcendental metaphysics, made at the session “How metaphysics (as a science) is possible: on the way to transcendental metaphysics”, dedicated to the 300thanniversary of I. Kant, and reports on phenomenological problems, which were heard at the sessions “The Transcendental subject: Plato, Kant, Husserl”, “Transcendentalism and Phenomenology — 1:consciousness and cognition”, “Transcendentalism and phenomenology — 2: consciousness and reality” ,“How is transcendental theology possible?” and “Transcendentalism, cognitive science and the problems of AI”. The author analyses the reports of the seminar participants, grouping them around topics and problems, to certain extents covered in these reports: the project of Kant’s transcendental metaphysics, the peculiarities of the phenomenological approach to consciousness, the status and understanding of reality in phenomenology, the concept of a transcendental subject in a historical and philosophical perspective, etc. This approach makes it possible to present the current field of work of modern transcendentalists and phenomenologists and identify areas of future possible research.
