The article outlines the eighth phase of the development of the journal Studia Historiae Scientiarum (previous name Prace Komisji Historii Nauki PAU / Proceedings of the PAU Commission on the History of Science). Information is provided on the following matters: the journal’s evaluation by the “ICI Master Journal List 2019” (released at the end of 2020), by the Ministry of Education and Science of the Polish Republic (released on February 9 / 18, 2021), by Scopus (released on 6 April 2021), and by the SCImago Journal Rankings 2020 (released on May 17, 2021; unfortunately, the journal data in Scimago website are inconsistent with the Scopus data, e.g. most of the 2020 volume’s citable texts that are indexed in Scopus have been omitted). Additionally, the number of foreign authors and reviewers of the current volume of the journal is quoted. From volume 21 (2022), the journal Studia Historiae Scientiarum will implement additional organizational solutions: a CC BY license for the texts of articles (retaining the possibility of other licenses for illustrations), the CrossMark service and the publishing option, the so-called FirstView Articles.

The editorial team at New Perspectives welcomes you to the first issue of 2024. This issue contains five outstanding articles engaging with the international politics of perception in Central and Eastern Europe. The War in Ukraine continues to shape and reshape European politics, as it faces a range of complex threats to its cohesion from disinformation and populism. Perceptions matter to this geopolitical reality facing Europe. The articles which constitute this issue examine, in various ways, precisely how perception structures international politics in the CEE region – from cultural diplomacy at Eurovision to national status amongst the Visegrád countries, anti-migrant rhetoric, and debates about regional integration or the strength of democracy.

There are at least two deep and related debates about explanation: about its nature and about its norms. The aim of this special issue of Philosophical Problems in Science/Zagadnienia Filozoficzne w Nauce (ZFN) is to survey whether or not a consensus is at hand in these debates and to help settle what it can. The overarching foci are twofold: (i) the nature of scientific explanation, with special attention to the debate between ontic and epistemic conception of explanation, and (ii) the norms of scientific explanation, with special attention to so-called ‘ontic’ (or better, ‘alethic’) norms like truth and referential success and epistemic norms like intelligibility and idealized understanding. It called for advocates of various conceptions to articulate the current state of these debates. Researchers and scholars from around the globe—including Poland, Canada, Korea, The Netherlands, the United States, Greece, Austria, and Belgium—contributed. The special issue also attempts to provide an opening for new work on the norms of explanation, such as truth or model-based accuracy, information compression, abstraction, and generalization.
