BULLING AND MOBBING AS SOCIAL PROBLEMS OF THE MODERN EDUCATIONAL ENVIRONMENT

This article presents an analysis of foreign and Russian psychological research on the problem bullying and mobbing. The concepts of ―mobbing‖ and ―bullying‖, their essential characteristics, types, features of manifestation, social structure and means are considered. The definition of the concept of ―psychologically safe educational environment‖, which is considered as a condition for preventing mobbing and bullying, is analyzed. The content of the article reveals how bullying and mobbing cause real harm to all participants in the educational process. Victims experience both physical aggression and psychological trauma. As a consequence, problems with academic performance, reluctance to attend school, manifestations of self-destructive behavior. Aggressors develop the wrong idea about conflict resolution and the norms of social interaction in general, which often leads them to crime. Witnesses, although not directly involved in bullying, nevertheless experience such negative emotions as fear of being in the victim‘s place, powerlessness, and a negative attitude towards school. Teachers, after situations of bullying and mobbing, often experience a feeling of inadequacy and powerlessness, and the risk of administrative penalties. Negative feelings worsen when the situation gets out of control and these forms of violence lead to physical damage, suicidal behavior, and conflicts with parents. The author of the article believes that an important technology to combat school violence is the creation of an educational environment free of violence. This will become possible only with the introduction of diagnostic, preventive and psycho correction programs aimed at preventing bullying and mobbing. The following methods can achieve the greatest effectiveness in prevention: 1) regular interaction of psychologists and teachers with parents; 2) conducting training sessions for teachers and students; 3) the intensity of work with teachers and children to implement the school‘s corporate policy regarding the suppression of episodes of violence.

PREVENTION OF VIOLENCE AND ABUSE OF CHILDREN IN THE FAMILY: RUSSIAN EXPERIENCE

The problem of violence is topical in the modern world. Researchers study the issues of preventing violence and child abuse in Russia as well. The authors cite Russian experience of violence against children in the family, confirming the statistical data of surveys with facts. The article presents the main causes and consequences of family violence, leading to the emergence of various phobias, neuroses, destructive behavior. The consequence of the use of physical punishment by parents in the family is the method of projection, when children repeat the methods of parental upbringing and reproduce them in their families. Based on an analysis of Russian studies, the authors present data on the use of physical punishment in the family, the most common forms of physical punishment of children are the forms of spanking and slaps. Only 60% of parents realize that violence in the family causes severe psychological trauma to the child, but consider it quite acceptable in cases when they cannot cope with the child's caprices, stubbornness and disobedience. The article presents the main directions of scientific research and practical developments on the prevention of violence in the family ,the use. The authors note that modern scientific research on this topic lacks a unified terminology. The broad thesaurus of definitions used in Russian studies suggests the concepts of "violence", "cruel attitude", "indifferent attitude" as semantically close. of various propaedeutic forms (conversations, counselling, family visits, psychotherapy, etc.) in work with parents. At the same time, the authors conclude that all of them are derivatives of the concept of "aggression", which is considered as purposeful destructive behavior that contradicts the norms and rules of human behavior in society, causing harm and physical damage and psychological discomfort.

The homeless persons are a category of victims that is unprotected in Bosnia and Herzegovina. These are the persons who are at high risk of victimization, whether they are B&H citizens or migrants trying to reach Europe through Bosnia and Herzegovina. According to United Nations documents, there are two categories of homelessness: absolute and relative. According to the results of the victimology research, both categories are present in B&H, but they are both legally unprotected. Because of this, but also because of the results of other victimological research in the world that indicate a high risk of victimization of this category of population, the paper presents an approximate scope of this victimological problem in Bosnia and Herzegovina and, in accordance with the best practices, appropriate measures of legal protection and meeting the needs of the homeless persons in democratic societies.

In order for the social protection system to be truly effective, it is necessary that professional tasks important for its functioning be performed by professionals of various professions (doctors, special pedagogues, social workers, lawyers). The subject of the work is the normative framework that defines professional jobs in the field of social protection in Republic of Serbia. Having defined the subject of the paper in this way, it will present the provisions of the Rulebook on professional work in the field of social protection (Official Gazette of the RS, No. 1/2012). The aim of the paper is to highlight the importance of a multidisciplinary aстрroach to performing tasks in the field of social protection. In the second part of the paper, the rules for handling in institutions, in the case of various forms of violence, will be presented, according to the provisions of the Rulebook on handling in institutions in response to violence, abuse and neglect, (Official Gazette of the RS, No.46/2019, 104/2020). In this way, the importance of the joint action of all institutions from the educational and social protection systems, in cases of violence, will be emphasized, which is the aim of this paper.

In the Republic of Srpska, in recent years, there has been a rapid increase in reported cases of domestic violence. According to the data from the Ministry of Internal Affairs of the Republic of Srpska, during the pandemic caused by the coronavirus (COVID-19) that lasted from March 2020 to May 2023, the number of cases of domestic violence within families and communities doubled compared to seven years earlier. Regression analysis of interrupted time series shows that the sudden increase in domestic violence, specifically 85.9% of the changes in the dependent variable, is explained by the pandemic. Predictions for 2024 and 2025, based on the regression model, show that the frequency of domestic violence does not decrease, but also does not exceed the level reached in2023. Perpetrators of domestic violence are mostly male spouses. In more than half of the cases, according to the data from the Ministry of Internal Affairs of the Republic of Srpska, there is a moderate risk of new violence occurring. The increasing domestic violence is a result of disrupted values, and due to its complexity and harmful consequences, it represents a serious social problem. Recognizing perpetrators and the violent acts they commit, as well as challenging prejudices regarding violent behavior, is the first step in prevention, whether it involves adults or children, victims of domestic violence.

In the last few years, one has increasingly recognized the need for systemic research into the phenomenon of peer violence and its various manifestations related to the frequency and types of violence. This research aimed to examine the frequency of certain forms of peer violence in primary schools. The attitudes of teachers and students overlap when it comes to sending simple pictures on the Internet, intentionally destroying personal belongings, ignoring, following and stalking, threatening looks, blackmail, telling lies, exclusion from society, sending simple words SMS- om and via the Internet, threats, hair pulling and fights. The findings showed that boys are more often perpetrators of peer violence in both measurements. It is interesting to note the results of the research, which indicate that the classroom is ranked first as a place of violence by students, while teachers rank the schoolyard. The research results among students indicated the majority representation of the same reaction in a violent situation, and most students would retaliate similarly. According to teachers, the causes of violence are primarily neglect and upbringing by the family, then insufficient cooperation between parents and teachers, while the reactions related to the level of awareness are related to the sphere of non-violent communication. Following the obtained results, one can conclude that violence among children in schools is present in different forms. For this reason, there is a need for systemic work to solve this problem, which includes early identification and prevention of forms of violence among peers and work with parents and teaching staff who, through their actions, transfer patterns of behavior to students.

We are witnessing rapid, unavoidable, and challenging changes in all segments of society. The problems faced by individuals and families are becoming increasingly intensified and complex. The present time poses a challenge even for the process of family breakdown. In the process of ending a marital/non-marital union, depending on the level of cooperation between parents, the degree of a safe, secure environment for the proper psycho-physical development of the child also depends. It often happens that parents, due to the impossibility of making a clear distinction between partner and parental roles, involve the child in a partner conflict, thus starting the process of alienation. The process of alienation is an almost irreversible process, the consequences of which the family, specifically the child, feels years later. Alienation actually represents a form of emotional abuse of a child, using subtle strategies, where parents give the child developmentally inappropriate power to decide on important family issues. This paper will explain phenomenon of alienation. We will focus on concepts such as splitting, emotional attachment between parents and children, as well as the role of institutions in dealing with dysfunctional families where alienation is recognized.

In the course of the last decade, violence in partner relationships and violence against women are current topics that fill the media space every day and as such, they are very forcefully imposed as a difficult challenge facing society as a whole. Violence in this segment, with all its elements and characteristics, under the influence of various exogenous processes, represents a violation of fundamental human rights to life, safety and dignity. This is precisely why the protection of the physical and psychological integrity of women is the focus of numerous international documents and international standards that aim to combat this problem through systemic changes. The effort to point out the complexity of partner violence in modern society is very important due to the increasing prevalence and new forms of this type of violence. Although numerous activities have already been initiated in terms of the adoption of various legal and normative solutions, framework strategies and action plans, the situation on the ground is still very alarming in such a way that the real problems faced by women and girls, who have suffered some form of violence, are still always in a significant percentage remain unresolved in many significant segments of their lives.

Domestic violence is a special form of violence that violates the rights to life, freedom, physical, psychological and sexual integrity, security and human dignity of a family member. It can happen to anyone, regardless of education, age, gender or any other characteristic. Domestic violence is not only a widespread social problem that harms individuals, families and society as a whole, it is also a criminal act. As such, it requires not only decisive social condemnation and prevention activities, but also unrelenting social disapproval and an equally strong response from the justice system. In accordance with the Convention on Suppressing and Combating Violence against Women and Domestic Violence recently adopted by the Council of Europe, domestic violence refers to "any act of physical, sexual, psychological or economic violence that occurs in the family or family community, or between former or current spouses or partners, regardless of whether the perpetrator shares or has shared the same residence as the victim."

Peer violence is defined as unwanted aggressive behavior directed towards a specific person, which is repeated for a long time and in which there is a disparity of strength or power between the perpetrator and the victim, and it began to be observed in the 70s in the Scandinavian countries under the term mobbing, which was introduced by the school doctor Heinemann using it in the context of racial discrimination. This word comes from the English word mob, and it marks a relatively large and anonymous group of people involved in action towards a deviant individual. Soon after, an interest in studying peer education of violence also appeared in the rest of the world, and it became known that there are various forms of peer violence. Some statistics in the US show that there are over six million boys and four million girls annually involved in fights on the school grounds, a student was attacked every seven minutes on the playgrounds. In order to promote non-violent behavior, the National Anti-Violence Day is celebrated every year of peer violence or "Pink Shirt Day", known in Croatia as the Day of Pink Shirts. Peer violence leaves negative consequences for those who participate in it. Victims and perpetrators victims of peer violence, on average, more often suffer from depressive and anxiety disorders and suicidal thoughts, even in adulthood, people can show harmful patterns of behavior due to peer pressure violence during school days. In terms of reducing the incidence of peer violence, a very important factor is precisely this prevention at all levels of the educational system. In the form of reduction of manifestations, various programs and violence prevention measures are used, and it has been shown that they are successful methods perpetrators and victims with understanding, but persistently (non-violently) punish the perpetrators, include community and parents and educate children, serve as a positive example and set strict boundaries around it what is acceptable behavior and what is not.

Violence against and amongst children is the violation of the rights of the child. The violence has short- and long-term consequences on mental and physical health which can last through several generations. The analysis of causes of violence amongst children is a pre-condition to determine a degree of probability of behaviour of each subject of violence. For this, the aim of this article is to point out importance of family and schools, their cooperation and common role in prevention of violence amongst children. Prevention is a key to tackle violence and has to start from a very young age. Work on prevention of violence has to be constant and continuous. Cooperation between family and school forms a concrete plan of action following identification of common goals based on mutual trust Engagement of parents, teachers, children and community has a key importance in ending violence in schools.‖

As the title of the paper says, "violence in the family" implies that it can happen in every family, so it is very common for parents or children who experience violence to turn for help. Some people are not even aware of it, sometimes they don't even know what domestic violence involves, that is, some people don't want to admit that it happens to them, in their family. That is why it is very important for parents to be informed about this topic so that they can recognize it and find adequate ways to protect themselves and their children. Bearing in mind the above, we can state that domestic violence includes violence that occurs between family members, whether it is violence between parents, partners, brothers and sisters, or family members made up of people of several generations such as grandparents, great grand parents, as well as violence by parents or guardians against children. Here it is particularly important to point out that when domestic violence occurs, and subsequently to court and other proceedings, children appear as witnesses to domestic violence, which can have great and harmful consequences for them, especially if we take into account the situations in which the child witnesses frequent and prolonged verbal or physical violence between parents or other family members. Domestic violence threatens a central value to which the Council of Europe attaches great importance, namely the promotion of safety and security within the community. In particular, it should be emphasized that violence in close relationships is extremely destructive and has a high cost, in material, non-material and moral terms. Family violence is considered to be all threatening, coercive or controlling actions used by one family member towards another.

The paper discusses the causes and consequences of violence in the contemporary family. It is based on the assumption that the globalization of modern society affects the transformation of the family. Paper analyses the findings of numerous researches that indicate that the classic structure, functions and importance of the modern family have changed. Due to the fast pace of life, the influence of modern technologies and technology (computers, mobile phones, television) there has been a degradation and crisis of the family. Under the influence of modern conditions, more and more family problems arise. To a large extent, poverty is expressed, which has a negative effect, because the family is not able to be a safe haven for its members, to satisfy their needs, desires and ambitions. Poverty hinders healthy, complete and harmonious personality development, which is necessary for mental health, proper physical development and social functioning. Since society is in crisis, and parents encourage the improvement - education of children, so the function of the family is largely taken over by institutions. Research indicates that ambitious and self-sacrificing parents expect adequate feedback and continuous successful progress of their children. Although, this type of encouraging is positive for the family on the one hand, on the other hand there are more and more problems like violence. Families are threatened by violence within the family, but also in the environment - society, peers, school, social networks. Domestic violence is present between parents, parents and children (by parents towards children and children towards parents). By summarizing the findings of recent relevant research, the paper systematizes the causes and consequences of violence in the modern family.

Every social phenomenon, every social and natural process with all its causes, outcomes and consequences, then mutual relations and interactions between people take place primarily within families, different groups, communities, societies and ultimately states. The majority of countries and societies are made up of the male and female population of the country and the membership of the society in almost the same ratio with all other differences: in terms of age, race, education, gender, economic and other characteristics. The mentioned characteristics precisely contribute to the formation of prejudices, stereotypes, and discrimination, which ultimately, if not eliminated, result in the appearance of various forms of violence in the state and society. Historical legacies and traditions passed down from generation to generation regarding gender inequality contribute to different gender dimensions of violence and gender-based violence. In this paper, the author will offer a theoretical contribution to the definition and understanding of the concepts of sex and gender, gender relations, and then perform a more detailed approach to the analysis of the concept of violence, with an emphasis on gender-based violence. The aim of the work is to point out the existence of different causes of gender-based violence, which manifest themselves through different forms of violence, violence against women, domestic violence, sexual violence, economic violence, psychological violence, which ultimately result in direct violence and femicide.

In the last few years, women around the world have announced that they suffer from obstetric violence in gynecological-obstetrical institutions. Numerous researches by international organizations confirm that women are exposed to abuse and inhumane and degrading treatment in all spheres during the protection of their reproductive health. Obstetric violence always begins with verbal abuse and can end with physical violence with a fatal outcome. In each form of obstetric violence, different intensities of violence with different degrees of consequences were observed. Conceptually, in practice, this is the treatment of women in gynecological-obstetrical institutions and it is neither by international regulations and standards nor by domestic norms. Women who stayed in gynecological-obstetrical institutions publicly announced their negative experiences in medical treatment from the moment of entering the institution to the last stage in the provision of medical services. Thus, 16 types of violence experienced against women during various medical treatments in gynecological-obstetrical institutions were crystallized. Hundreds of women have recently shared their experience of gynecological-obstetrical violence in Serbian maternity hospitals - on forums, in comments under media posts, in private Facebook groups, encouraged by the story of those who publicly appeared in the media, telling what it's like to give birth in a Serbian maternity hospital. Some spoke for the first time, some repeated their story, and some went through traumatic events years before. The names of institutions, doctors, and midwives are different, the cities are different, and the outcomes of difficult births are different. Two things remain the same - trauma, the consequences of which women still feel today, which was a direct consequence of the verbal and physical violence of health workers, and the silence of those who should not be silent - competent health workers and institutions. It is also common that obstetric violence has all the elements of a systemic violation of women's rights in the protection of their reproductive health.

Mass shootings have become increasingly common over the years and have dramatically risen since 1966. A mass shooting is defined as the criminal act of killing four or more people, excluding the perpetrator(s), in one event, at one location. School mass shootings involve students or former students of the school, who choose victims randomly or symbolically. Although they make up a small fraction of the global murder rate, school mass shootings committed by children or minors using firearms have a significant impact on society, garner widespread media attention, and evoke collective fear. The study provides an analysis of characteristics of the perpetrator, school, and firearms in school mass shootings. The methodology includes analysis and synthesis of theoretical and empirical findings. Electronic bibliographic databases such as KOBSON, Google Scholar, and ResearchGate were searched to access relevant scientific sources. Characteristics of the perpetrators that appear as risk factors were identified. The results suggest that school and incident characteristics are significantly related to the severity of shootings in schools. Assessment of threats of mass shootings in schools with firearms should include a history of animal abuse, family violence where the potential perpetrator may be a victim, perpetrator, or observer, and diagnosis of disorders during childhood. Such a comprehensive assessment can be part of preventive activities conducted by mental health professionals

Sexual extortion, defined as a form of sexual and gender-based violence, as well as a form of corruption, has been the subject of research since 2008 when the International Association of Women Judges (IAW) recognized this phenomenon as alarming. Although certain efforts have been made to raise awareness of this corrupt practice and find solutions to stop it, sexual extortion remains a global phenomenon and problem. This phenomenon, as shown by previous research, is present in various sectors, both private and public, including Bosnia and Herzegovina. However, little public discussion surrounds sexual extortion, and in cases where it does enter media and public discourse, the victim is often stigmatized rather than holding the perpetrator of sexual extortion accountable for the consequences. Just like in many other countries, in Bosnia and Herzegovina, the concept of sexual extortion is not incorporated into laws or legal or ethical regulations. Sexual extortion, as a combination of sexual harassment, exploitation, and abuse of power, authority, and dominance, is still not formally or legally recognized. This paper explores various aspects of the phenomenon of sexual extortion, examining broader implications and factors contributing to this phenomenon. The paper will investigate how the unacceptability of sexual extortion stems from the violation of basic human rights. This type of abuse of power can have long-term harmful consequences for victims of sexual extortion and implies various societal deviations. The focus of the paper will be on raising awareness among the general public, media, politicians, scientists, and representatives of various fields about the harmful consequences of sexual extortion, both at the individual and societal levels. Additionally, the paper will explore the possibilities of integrating the term sexual extortion into relevant laws and whether legal recognition of this concept can be crucial in combating this type of corruption and protecting victims.

In this paper, we analyze the concept of violence with a special emphasis on violence against children. Violence is an inseparable part of the human species from the very beginning, even in the holy books there is a paragraph about Adam's sons Abel and Cain, where Cain kills Abel because of jealousy. There are different motives for violence, Erich Fromm in his major work "Anatomy of Human Destructiveness" dealt with this phenomenon, more precisely the causes and consequences of human tendencies towards violence. Children, as the most vulnerable part of our population, are exposed daily to different types of violence both from adults and from their peers. Since children do not have mechanisms to defend themselves and prevent violence, it is the duty of conscientious nations and governments to adopt measures that will protect children and determine punishment for offenders. In the following, we analyze measures to prevent violence against children in the world, neighboring countries and Bosnia and Herzegovina. Finally, we suggest relying on the INSPIRE strategy as a starting point due to the lack of a unified strategic approach for the prevention of violence at the state level.

Domestic violence is one of the most severe social problems in contemporary society. Although it has existed throughout history, it was only at the end of the last century, with the actualization of gender equality issues, that this problem slowly entered the sphere of socially unacceptable behavior, beginning to be legally sanctioned. The topicality of this problem in legislation arises precisely from the serious and harmful consequences it has on family members, especially children and women. The need to take preventive action, which is the essence of legal regulation of this area, results from a multitude of international documents that have been adopted in the meantime and have become an integral part of the national legislation of the countries that have signed them. Bosnia and Herzegovina, and thus the Republic of Srpska, are signatories to all international documents pertaining to this issue, thus committing to incorporating their provisions into the existing legal system. Domestic violence has been recognized as a type of criminal offense in the Criminal Code of Republic of Srpska since 2000, but in 2005, the first Law on Protection from Domestic Violence was adopted, marking the first time this area was singled out as a special legally regulated area of state authorities' systemic action. The very complexity of domestic violence as asocial deviation and the need for a better social response to violence have imposed the need for a law that will more effectively address domestic violence. Since then, up to the present day, the area of protection and support for victims of domestic violence has been constantly improved legislatively, as evidenced by several amendments to the law, as well as by the adoption of a completely new legal solution in 2012. A new law is about to be drafted. This paper presents the development of legislation related to the regulation of addressing and prosecution of domestic violence in the legal system of the Republic of Srpska, with reference to the reasons that led to the aforementioned changes in legislation.
