“Hard” vs. “Soft” Managerialism: How to Reform Universities and Let Them Remain Universities

The transformation of academic institutions inspired by the ideas of New Public Management introduces a new paradigm of university governance. The essence of the new university model is the transfer of corporate authority structures and managerial practices to the academic institutional environment. Such an approach to university reform refers to the concept of “hard” managerialism. If universities accept the imposed new managerial rules of the game, they strengthen a system based on a logic that departs from traditional academic norms. However, universities can try to maintain their traditional institutions rooted in the academic institutional logic, which requires an alternative approach falling within the concept of “soft” managerialism. The article shows that collegiality and managerialism do not have to be contradictory. These two seemingly conflicting ideas can co-exist in a “soft” version of managerialism, taking on a more humanised or neo-collegial form. This requires a redefinition of university governance structures while maintaining traditional academic norms and values. The article uses critical literature analysis as a research method.

This article analyzes the concept of social preferences and the existing methods for their determination in experimental economics. Summarized are the results in modern economic literature on reciprocal fairness, inequity aversion, pure altruism and spitefulness from ultimatum, dictator and trust games. The presented findings of economic experiments contradict the notion of rationality implied in neoclassical economics and have the potential to bring about change in mainstream economic theory. Economic agents seem to take into consideration not only their selfish interest, but also the interest and expectations of others. Investigated in detail are various factors that influence social preferences revealed in games like the number of repetitions and players, size of the sum at stake, social distance, sex, property rights, cultural differences, asymmetrical information, and fairness intentions.

The aim of the article is to show how and to what extent global ideas for sustainable development and use of natural resources are understood and implemented in Bulgaria by revealing and analyzing some of the specifics of two parallel and interconnected trends aimed at achieving sustainable agriculture. These are organic farming and relocalization of food through the implementation of the concept of food sovereignty represented on the local level by Hrancoop movement. The views of the bio-farmers and their connectedness to the concepts of alternative agriculture are also presented, as well as the policies, regulations and subsidies in the agricultural sector and the protection of the environmental. Crucial for the producers are personal motives, interest and experience rather than particular global ideas.

Spatial planning of mountain regions in Bulgaria requires close cooperation between the public and private sectors, the local population and the natural environment to achieve sustainable development. It, in turn, requires the cooperation and multi-sectoral involvement of stakeholders. Traditional processes and models of tourism planning and development are already exhausted, which is why they need to be rethought. We will consider the problems of tourism development and planning in mountain resorts in Bulgaria, which will allow us to analyze the theoretical and practical possibilities for achieving sustainable development. Emphasis is placed on the concept of sustainable development, the state of tourism in selected mountain resorts in Bulgaria, the development of a model for their sustainable development, and the trends for the sector after overcoming the crisis with COVID-19.

The current tendencies for the development of tourism are based on the desire to overcome the territorial and temporal disproportion of Bulgarian tourism through the development of specialized types of tourism. They are part of a number of strategies and programs. In this respect, anthropogenic tourism resources can be a key factor. The purpose of this paper is to outline major guidelines on the importance and prospects of anthropogenic tourism resources for the sustainable development of Bulgarian tourism. We have made quantitative and qualitative assessment of anthropogenic tourist resources in Bulgaria and highlighted the main aspects of their importance for the development of Bulgarian tourism. The main problems are defined, as well as perspectives and recommendations for their future exploitation and use, not just corresponding to the concept of sustainable tourism development, but contributing to its real fulfillment.

The present work sets as its aim to examine the theoretical and methodological foun-dations of sustainable transport as part of the sixth wave of innovation and - based on an anal-ysis of its development within the borders of the European Union - to reveal certain key trends. The sustainable aspects of transport are considered in theoretical aspect from the point of view of the industrial revolution, specifically, the focus of attention is on the sixth innova-tion wave. The methodology of research is based on the framework indicators of sustainable development of freight and passenger transport, systematized by Eurostat. Analytical process-es follow strictly the methodology and localize some key trends in the sustainable develop-ment of transport within the European Union, outlined for the period 2007 - 2015/2017.

The paper aims to provide a theoretical overview of the nature of the transport system within the context of sustainable development and to study the framework indicators of the development of freight and passenger transport so as to identify opportunities for improving the infrastructure and applying global practices to the Bulgarian transport sector. The paper therefore provides a theoretical overview of the nature of the transport system and the sustainable development of decision making to overcome spatial disparities between freight and passengers. The effects and indicators of sustainable development of the transport of passengers and freight have been systematized. The research focuses on two major areas and has two main objectives: to ensure high mobility of freight and passengers and to reduce the adverse impact of transport on the environment, in line with the ‘Energy consumption as a percentage of the GDP’ indicator and measured through specific indicators. The study also focuses on two other framework indicators ‘Security and safety’ and ‘Environmental indicators’. The analysis is based on official statistics from Eurostat and the Bulgarian National Statistical Institute. Based on the theoretical overview and the analysis of the empirical data, we have identified local problems as well as opportunities for improving the quality of the transport infrastructure in Bulgaria and adjusting world practices to the situation in Bulgaria in order to contribute to the active implementation of sustainable development ideas to the transport sector in the country.

This report aims to examine the link between sustainable development, happiness and business using as examples sustainable maritime transport and sustainable tourism. The topic of sustainable development in the modern context has emerged due to international reports «The Limits to Growth» and «Our Common Future», the Rio de Janeiro conferences, the «Millennium Declaration» and the document «Transforming our world: the 2030 Agenda for Sustainable Development». The documents noted the importance of developing indicators to measure sustainable development. However, practice has shown that the universal set of indicators at the country and international levels is still has not been developed. In the main systems of indicators of sustainable development, demographic indicators are insufficiently represented. The use of demographic indicators will allow to move to a new assessment — demographic sustainability. Since the early 1990s, more than 35,000 domestic works have been published on the topic of sustainable development, but only 1.3 % of them have been devoted to demographic issues. The article suggests evaluating demographic sustainability according to twenty-five indicators. On the basis of these indicators, we have calculated the integral index of demographic sustainability. It allowed to rank all northern regions according to the degree of sustainability: critical, low, medium, high. From 2000 to 2015, there was an increase in demographic sustainability: there were no regions with critical sustainability. But nowadays, most of the regions are still characterized by low and medium sustainability. We have substantiated that the demographic sustainability of the northern regions can be achieved under the following conditions: slightly expanded population reproduction; the able-bodied part of the population is sufficient to supply the branches of the national economy with labour resources; the number of people entering into labour activity exceeds the outgoing human resources; sex-age proportions are optimal; reduction in the difference in life expectancy between the sexes, a city, a village, separate ethnic groups. Furthermore, the negative migration balance of the territory is formed as a result of the fact that the number of retiring persons older than the working age and who have lost their ability to work exceeds the incoming migration flows from persons of working age. The results of the study can be used as a theoretical and methodological basis for determining the demographic sustainability at different levels of governance.
