Advancing circular economy: integrating consumers and institutions towards sustainability

The current linear economy, defined by a buy-use-discard approach, is unsustainable, leading to overconsumption and waste that threaten the environment. By 2050, global consumption is expected to surpass Earth's capacity by threefold, making the transition to a circular economy essential. This article explores the challenges and opportunities of adopting a circular economy, emphasizing the need for collective action at both national and international levels. It examines how consumer behaviour, policy-making, and stakeholder engagement can drive this transition. Drawing on initiatives like the European Green Deal and Circular Economy Action Plan, the article focuses on strategies within the European Union to promote sustainability and address the global overconsumption crisis.

Exploring tourists' perceptions and influencing factors of creative tourism in Europe

The emergence of co-creative interactions between tourists and touristic activities has extended in Europe generating increased interest, driven by contemporary trends in tourism emphasizing meaningful, authentic experiences and direct engagement with culture and local communities. Our paper aims to reveal insights and nuances in tourists' perceptions of creative destinations in Europe. The findings are based on a literature review on creative tourism and a qualitative methodology of two focus groups carried out with 20 people in total from 13 countries from Europe, including Bulgaria, Croatia, Estonia, Germany, Greece, Italy, Latvia, Lithuania, North Macedonia, Poland, Portugal, Romania and Spain. Within the focus groups there were explored the levels of understanding on the creative tourism concept, European destinations associated with creative tourism, influencing factors that stimulate engagement in creative tourism experiences in Europe as well future perspectives of creative tourism evolving in Europe. A diversity of opinions have emerged in consideration of creative tourism trends and patterns and the idea of a 'one-size-fits-all' model resulted to be particularly inappropriate in terms of creative tourism perceptions and experiences. Our analysis highlights several directions for further information development on the introduction of creative experiences into tourism developments.

Unlocking financial data

The current research will concentrate on a legislative proposal that is awaiting approval, namely the proposal for a regulation of the European Parliament and of the Council on a Framework for Financial Data Access. The proposed legislation seeks to establish rules governing the use, sharing, and access of certain categories of customer data in financial services, such as mortgage credit agreements, loans, investments in financial instruments, or pension rights. We understand the European Union's desire to establish a framework for access to financial data, especially since access to data would allow businesses to offer tailored products to customers based on the information they collect, but the regulation, at least in its current form, entails a number of obvious risks. For instance, investors specializing in recovering non-performing loans, also referred to as vulture funds, would obtain a plethora of information, facilitating the identification of debts suitable for effective enforcement. Therefore, the proposed regulation appears to be a lifeline for vulture funds, increasing their efficiency rather than eliminating them, even though, as we will show, their practices may be regarded as unethical.

The role of external assistance in propelling the digitalization of public services in the republic of Moldova

Digitization of public services has become an imperative in modern governance, bringing promises of increased efficiency, transparency and greater citizen engagement. This study examines the critical role of external assistance in accelerating the digitization of public services in the Republic of Moldova, highlighting its impact on shaping national digitization agendas, particularly in transition economies. The relevance of the research lies in its ability to contribute to the development of effective and sustainable strategies for the digitization of the public sector, thus facilitating socio-economic development and strengthening international cooperation. The main aim of the study is to investigate the role of external assistance in this process, being structured on three objectives: exploring the theoretical concepts of e-government, analysing the impact of external assistance on digitization in Moldova and assessing the influence of digital public services on the development of local entrepreneurship. Through a qualitative methodological approach, the study provides valuable insights for policy makers and practitioners, contributing to the academic discourse on digital governance.

The main task of this paper is to investigate the impact of technological progress and digitization in the function of the development of e-education in Serbia. Contemporary world trends have confirmed that with the application of technological progress and digitization, education becomes more efficient and effective. The goal of this study is to show that increasing the efficiency and effectiveness of education can be achieved with the help of digital transformation accompanied by the latest achievements in electronic learning with the improvement of teaching methods and tools. This is because nowadays it is impossible to create a quality education system without including technology and digitization in it. The analysis of the development of e-education through technological progress and digitization was done on the basis of data from theMinistry of Education and the National Entity for Accreditation and Quality Assurance in Higher Education. The mentioned research refers to all Universities, Faculties, Academies of applied studies and Colleges in the Republic of Serbia. Modernization of education is impossible without the introduction of digital technologies in the educational process. The results of the work point out to the great importance, positive impact and overall contribution of technological progress and digitization to the development of e-education in Serbia, which tends to change it from the roots.

The Web Intelligence Hub (WIH) is a modern tool and part of the innovative agenda of the European Statistical System (ESS). The ambition is for WIH to become a high-quality source of web data, methodologies, and algorithms ready to be used for producing official innovative statistics at both European and national levels. The functionalities of WIH are applied through specific use cases. The subject of this article is the sole implemented and established use case - the collection and analysis of web data from online job advertisements (WIH-OJA) and the initial efforts of the National Statistical Institute’s (NSI) team to generate national experimental indicators based on data from online job advertisements within WIH. The data from OJA can be used as an additional source of information regarding requested skills for specific occupations, required levels of education, types of contracts, salary levels, and other characteristics of online job offerings. Such enriched data obviously offer an advantage over data from traditional surveys. Structural changes and labor market trends can be analyzed more timely than traditional official statistics allow.

REVOCATION OF ADMINISTRATORS' AND MANAGERS' MANDATE IN THE CORPORATE GOVERNANCE OF ROMANIAN STATE-OWNED ENTERPRISES. A LEGAL POINT OF VIEW

Following the fall of the Communist regime, the economies of Eastern European states entered a difficult and long transition period towards free market economy. In Romania, in particular, former socialist state-owned enterprises have been going through a privatization process, that has often been failing and incomplete. Legislative instability has only exacerbated the economic problems. However, under pressure caused by the Romanian Government's commitments to the European Union and the International Monetary Fund, corporate legislation has been gradually modernized, by the succesive amendments of the Companies Law no.31/1990, as well as the Government Emergency Ordinance no.109/2011, which introduced the concept of corporate governance of Romanian public enterprises. These regulations lay the foundations for a more transparent relationship between the state and the administration and management of these entities. This relationship is based on a mandate contract, the execution of which is often affected by trust issues between the contracting parties. Thus, the administrators and executive directors often do not comply with the objectives set by the shareholders for the enterprise, which results in their accountability, correlated with the revocation of the mandate. This termination of office involves certain juridical issues, that we shall address in our study, such as the essentially revocable nature of the mandate contract or the agent's right to damages in case of unrighteous revocation.

The organ of the foundation legal entity runs the function of the foundation; therefore the management action should not be based on their personal matters, but supposed to be for and on the behalf of as well as under the responsibility of the foundation. The problem of the research, first, how is the dispute between the foundation and its management? Second, how is the dispute settlement between the foundation and its management by the court institution? The purpose of this research is to know the dispute between the foundation and its management during the internal conflict of the dismissal, replacement and appointment of the foundation management and the procedure of the dispute settlement between the foundation and its management by District Court Institution and the State Administrative Court. If it is found that one manager committed an act which possibly harm the foundation, then according to the agreement of the council meeting, the manager should be dismissed, this matter trigger the internal dispute in the foundation. This settlement should be resolved by filing a lawsuit from the manager who had been dismissed based on the unlawful act of the foundation. This is normative research with qualitative analysis. The summary of this research is that the settlement between the foundation and its management caused by the implementation of the foundation activities is not in accordance with the applicable laws and is not based on the implementation of the article of the association of the foundation, resulting in violation, the dispute settlement between the foundation and its management by the court institution is one of the alternative that can be used and it mentioned in the provision of the foundation, depending on the types of the dispute, the object of the dispute to be settled in front of the court.

The concepts of “agrotourism” (or agritourism), focusing on farm-based tourism, and “wellness tourism,” which emphasises health and well-being through travel, are common and well-researched. As the paper explores, this combination presents a strategic approach to enhance the tourist farms’ offer by aligning it with contemporary desires for health, relaxation, and nature immersion. Based on exploring the existing offerings on tourist farms in rural Slovenia and a survey among potential users, we identified some aspects of why agrowellness is not yet developed to the extent one would expect. Focusing on six main areas—local identity, sustainability, community engagement, innovation, digitalisation, and sports activities— the developed distribution model outlines what steps farms can take to reach a broader audience and contribute to sustainable development. By integrating authentic local experiences, eco-friendly practices, community collaboration, innovative activities, a robust digital presence, and opportunities for active outdoor recreation, tourist farms can offer unique, enriching experiences that appeal to modern tourists seeking wellness and connection with nature in the spirit of agrowellness. This comprehensive strategy aims to elevate the agrowellness sector’s appeal. It supports the preservation of rural heritage and promotes healthy lifestyles, positioning tourist farms as crucial players in a sustainably focused tourism industry.

The study examined the impact of informal credit on output of small scale farmers in Oju local government area of Benue state. The study used primary data that were sourced from 290 respondents using structured questionnaire. T-test and structural equation modeling were used for the data analysis. The study found that the small-scale farmers in the Oju Local Government Area of Benue State have been able to increase their farm output as a result of the credits they obtained from informal financial institutions. Therefore, the study recommends that the informal financial institutions should make more credit available to the small-scale farmers while the operators of informal financial institutions strengthen and improve their operations to make credit readily available to farmers. The study also recommends that government should encourage the small scale farmers by providing a good platform where the small scale farmers can get necessary and relevant information through the activities of the agricultural extension workers as that may improve output of the small scale farmers.

ASSESSING THE IMPACT OF HUMAN RESOURCES MANAGEMENT PRACTICES ON EMPLOYEE ENGAGEMENT IN SOUTH AFRICA

Employee engagement has become an area of interest among scholars and corporates alike. Employees who are not engaged do not perform at their maximum and this effect productivity. Hence, it is important for organisations to establish factors influencing levels of engagement. This study assesses the impact of selected HRM practices in the Gauteng Cooperative Governance and Traditional Affairs Department. This study employed the quantitative approach using a survey in the form of a questionnaire. A systematic sampling method was used, from the population (N=376). The questionnaire was distributed to a sample of (n=188) respondents and 157 questionnaires were valid. The results indicated a weak positive correlation between (HRM practices) recruitment, appointment and selection; compensation, rewards and benefits, performance appraisal; and employee engagement with p-values of (r=.07, n=157, p=.38); (r=.23, n=157, p=.00); and (r=.20, n=157, p=.01) respectively. The former was not statistically significant, while the latter two were statistically significant. Collinearity between variables was found to be (β=.07, t (.87) =.38, p<.05); (B=.21, t (2.9) = .04, p>0.05); and (B=.18, t (2.58) = 0.11, p>0.05). Recruitment, selection and appointment practices did not predict employee engagement whereas compensation, rewards and benefits practices, and performance appraisal practices predicted employee engagement. The analysis of variance (ANOVA) model was statistically significant (F (3.154) = 4.183, p=.01). The R-Squared (R2) was 8% and the Durbin-Watson statistic 1.93. The results contributed to the available literature on employee engagement.

EXPLORING HOW PARENTS INFLUENCE THE VALUES PROMOTED IN ADVERTISEMENTS FOR GAMES AND TOYS

Parents have the authority to determine which games and toys are suitable for their children, and this decision is influenced by various factors. Initially, parents take into account the marketing aspects of the games or toys. Simultaneously, they also consider their children's preferences. A study involving 336 parents in Romania utilized a questionnaire to delve into their viewpoints regarding the choice of games and toys, as well as the role that advertising plays in shaping their decisions. Preliminary findings from this research indicate that materialistic tendencies might stem from within the family. Additionally, advertisements are perceived as overly aggressive, which is a widespread concern, given that children frequently express a longing for toys showcased on television. The values that parents aim to promote among their children encompass empathy, kindness, responsibility, loyalty, curiosity, wisdom, education, family, and friendship. The study raises questions about the dynamics between parents and children concerning the selection of toys and games, as well as the impact of advertising on these choices.
