Nowoczesność jest rozdarta, uwikłana w sprzeczności. Próbując wyrwać się z zamętu świata, odwołaliśmy się do autorytetu rozumu. Dziś świetnie już wiemy, że zamęt związany może być także z rozumem. Optymistyczne przesłanie Wieku Świateł załamało się. Symbolika Oświecenia to symbolika dobroczynnej iluminacji. Już rewolucja francuska stawia nam jednak przed oczami obraz parkosyzmów ludzkiego szaleństwa. A dzisiaj? Ze wszystkich stron wkrada się wieloznaczność i niepewność. Czy jesteśmy racjonalni? Żyjemy w gmatwaninie prawd ułomnych, mających krótki żywot. Mówimy o demokracji, z pewnością nie wypada nam już jednak mówić o rządach rozumu. Przed bezradnością bronimy się, uciekając do krainy mitów. W mętnych wodach popkultury rodzą się nowe mitologie. Walczymy z nimi orężem utopii. Obraz Miasta Słońca zastąpiła dziś utopia rozumu komunikacyjnego. Powstaje galimatias. Czy potrafimy się z nim zmierzyć? Racjonalność terroru (obrona rewolucji przed jej wrogami, zagrożenie obleganej przez nieprzyjaciół ojczyzny) ma charakter pozorny. W istocie bowiem najważniejsza jest sama furia sponiewierania i zastraszenia, która niweczy wszelkie wymagania rozumu. Jakże inaczej mielibyśmy bowiem oceniać samą formułę obwinienia, którą przyjmowano, tworząc prawne podstawy machiny śmierci. Zgodnie z dekretem z 22 prairiala (10 czerwca) 1794 roku Trybunał Rewolucyjny mógł wydać tylko dwa wyroki – uniewinnienie lub śmierć. Na żadne niuanse nie ma miejsca. Rewolucyjny „wymiar sprawiedliwości” stanowi w istocie świadectwo manichejskiej obsesji, która sens działania odnajduje w pragnieniu oczyszczenia, dokonującego się poprzez śmierć, poprzez unicestwienie tego, co „nieczyste”.

Corruption and Trafficking: Monitoring and Prevention titles the new brochure, recently published by the Center for the Study of Democracy of its Reports and Analyses series. It is the first analytical output of the newly founded Expert group on corruption and illegal trafficking as part of Coalition 2000 anti-corruption activities. The phenomenon of illicit trafficking has become one of the most important sources for the “shadow economy” in Bulgaria throughout the 90ies. Its growth was caused by a number of international and internal factors as well; the most crucial of which is the weakening of the post-communist state and the spread of corruption practices among state officials. Hence the emerging of the criminally interwoven corruption/trafficking involve state officials (policemen, customs officers, senior civil servants and politicians) on the one hand, and semi-criminal groups and local mafia on the other. Bulgarian “contraband channels” also constitute a part of the wider network of transnational crime. In the forthcoming brochure, however, the emphasis is on Bulgarian trans-border crime, rather than on its international ramifications. The brochure is composed of three parts: - an analysis of trans-border crime in Bulgaria during the 90ies; - a review of the sociological and statistical methods of measuring illicit trafficking; - Practically oriented proposals with the aim of curbing corruption and trafficking.

The extraordinary dynamics of the process of European integration in the second half of the Nineties has brought forward the need for numerous adjustments, different in depth and in scope, in the associated Central and Eastern European Countries (CEECs) having applied for membership of the European Union. For some countries these processes have developed more rapidly than expected and the adjustments in question have been more or less prom-pted by the aspiration not to lag behind in the overall process of approximation of-Central and Eastern Europe to the EU. The environment is dynamic: the process of integration develops in parallel to, and sometimes even coincides with, the process of political and economic transformation typical of the transition to a democratic society with a functioning market economy. Thus, in the desire to reach as soon as possible the goal - full membership of the Union -it is particularly difficult, but also very important, to bear in mind the useful lessons of the past and the experience gained over previous EU enlargements. The purpose of this paper is to draw attention to some typical challenges relating to the negotiations for EU membership, both in the short and in the medium term perspective. This could be a contribution to the development of the various elements of Bulgaria's preparation for accession negotiations. Emphasis is laid on the model of negotiations, on the various underlying principles, on the indispensable preparation for their conducting, on some organisational and other aspects of their successful development. In this respect, significant reflection is devoted to the lessons to be drawn from the fourth enlargement of the Union. The negotiations for accession to the European Union will take place in a given context which would undoubtedly influence their dynamics and predetermine their successful completion. The context will have both external and internal dimensions, the first connected with the changes in and the readiness of the European Union itself, and the second with the preparation of the candidate country concerned. For the purposes of this paper, attention is mainly drawn to the internal adjustments needed by CEECs, rather than on the processes within the Union which have already been discussed in numerous publications. The historical lessons, the theoretical and practical background described in the first part of the paper and the recommendations on Bulgaria's preparation in the second part are based on an analysis of existing studies, monographs, documents and materials devoted to these problems, as well as on some practical observations arrived at in the course of this process. The clear prospect of opening accession negotiations with Bulgaria in the foreseeable future makes it particularly necessary to refine the overall preparation of the country in order to ensure the indispensable conditions for the conduct of the negotiations. Thus, the conclusions offered below should be regarded as practical recommendations for a more successful preparation of Bulgaria for membership of the Union. The collected material could also be used as reference for some typical problems and for the approaches used to solve them.

This book problematizes and critically analyzes how database are being conceived and what their relation is to knowledge production within the current settings of global capitalism, biopolitics and necropolitics, also in relation to digital paradigms. Database logic and aesthetics appear to be something that is imposed as a norm; its inclusion is visible in science, media, social networking, state governing, policy making, juridical processes, and military interventions, but also in a wider range of art practices, including contemporary presentation/exhibition models and forms. Simultaneously, we also recognize a forensic shift, the prevailing forensic methodology and aesthetics conducted through different forums, as for example that of international humanitarian politics, law and art. The book in front of us is also indispensable for discussing and thinking about the aftermath of the 1990s war in Bosnia and Herzegovina. Excavated mass graves of Bosnians are now places open to forensics to speed up the processes of remembering past horrors of Srebrenica and genocide on Bosnia and Herzegovina’s territory.

This scientific work deals with the issues of integration of spatial planning and development planning, in the context of the recomendations to introduce systemic reforms in Poland to improve the procedures for development management by the central and local government public administration. The basis for the development of the author's concept of system solutions in the field of integrated planning were literature studies in the field of economics development issues, public management, planning, spatial management and urban planning, as well as political philosophy and a specially organized series of seminars and scientific debates among experts dealing with the theory and practice of planning, as well as the authors' own experience resulting from the research projects and scientific expert work on national, regional and local strategic documents. The thesis has been divided into two parts, the first of which is entitled: "Theoretical foundations and formal premises of integrated development planning", and the second: "The concept of an integrated development planning system". Part I. consists of chapters 1-8, which discuss the axiological and political foundations of planning, the issue of public interest in planning, contemporary civilization conditions determining the urban planning doctrine, development of planning methods and techniques, issues of flexibility in planning as an instrument of public intervention to solve market failure, the sustainable development paradigm and government administration initiatives undertaken since 1989 to reform the development and spatial planning system. Part II. of this thesis consists of chapters 9-14, in which the general assumptions of the recommended changes are discussed, and then a detailed description of the new types of planning and strategic documents postulated for introduction into the planning system at all levels of the country's territorial division is made. The next part of the work discusses the role and possible organization of public planning offices, general principles of social participation in planning, as well as the initial conditions and transitional solutions related to the introduction of the recommended integrated planning system.
