In August 2022, the situation on the border river Oder was called an ecological disaster. It manifested in fish dying on a mass scale and the overall destruction of the river’s ecosystem. Both the Polish and the German side aimed at determining the causes of this situation, which resulted in the collaboration in the field of crisis management. The article contains the German and Polish language source materials that demonstrate the activities of the Bundestag members, in particular the Parliamentary Commission of Environmental Protection, parliamentary parties and the federal government’s reaction to the catastrophe.

The study of models and systems for increasing energy efficiency in the transport sector and development up to 2050 is of strategic importance for the Bulgarian economy. The role and impact of different electricity supply models are examined in detail, in particular the role of energy storage systems and their evolution in the transport sector. Models and scenarios are explored to investigate the impact of the deployment of energy stor¬age systems as well as the contribution in the integration of variable renewable energy in the electricity system. Approaches are used to model hourly transport-energy costs based on five scenarios that represent possible solutions to provide the necessary energy supply in the sec¬tor in the long run.

The Bulgarian parliamentary system came into being with the formation of the First National Assembly in the fall of 1879. Political inexperience, constitutional opposition, as well as disagreements between the monarch, parliament and executive led to the first political crisis in the country, which had several possible outcomes. Ultimately, the idea was embraced that it was necessary to seek the vote of the people once again, in order to strike a balance between the three disputing authorities. The young state administration managed to develop what was achieved and to provide conditions for Bulgarian citizens to successfully and democratically declare their intention. The Second National Assembly was established after one general election and two additional elections were held for a period of one calendar year. The territorial scope of the electoral colleges was improved, and access to the polls and integrity of the electoral process were ensured. The vote took place in accordance with the Provisional Rules for the Election of Representatives to the First Ordinary National Assembly, adopted in April 1879. However, the election results unequivocally showed that the large voter turnout sought through them could not be achieved, and that the high electoral threshold on the first day of the vote was unrealistic and therefore necessary to be removed. Violations in the electoral process remained almost the same as those established during the vote for the previous Assembly, but quite frequently overexposed or neglected for political purposes. The electoral process related to the Second National Assembly triggered a rapid and definitive formation of the Liberals and Conservatives’ party structures at both the national and regional levels.

A Superhero Army, a Courageous People and an Enchanted Land: Wartime Political Myths and Ontological Security in the 2022 Russian Invasion of Ukraine

The first three months of the 2022 full-scale Russian invasion of Ukraine saw the rise of mythical stories of fantastical heroes, events, and places in Ukraine’s public space. This article suggests looking at these stories through the frame of wartime political myths providing a greater sense of ontological security. By analyzing four proposed characteristics of the Ukrainian myths – transcendentalism, normativity, identity, and national context – we argue that political myths constitute strategies of resistance that contribute to ontological security. In this case, we observe that they do so in (at least) three ways: by creating myths of a superhero army; by creating myths of a courageous Ukrainian people; and by creating myths of a sacred enchanted land.

“Spiritual Armour”: Crafting Ukrainian Identity through Vyshyvanka

The brightly coloured and delicately detailed “vyshyvanka”, the traditional Ukrainian embroidered shirt, has long been a marker of Ukrainian ethnic and cultural identity. In recent years in particular, the vyshyvanka has become an internationally recognized symbol of “Ukrainianness”; and yet despite its importance in Ukrainian identity-building and independence movements, remarkably little scholarship exists on this topic. This lack of academic engagement stems in part from twin forms of domination – colonial domination and gendered domination. Ukrainian history has often been overshadowed by Russo-centrism, while the significance of handicrafts practices such as embroidery has been dismissed because of their association with femininity and “women’s work”. Yet the sheer number of digital images of vyshyvanka and the proliferation of vyshyvanka-related designs in light of the full-scale Russian invasion of Ukraine in 2022, make this a topic worthy of our attention. In this article, I explore how and why the uses of vyshyvanka have evolved over time, charting differences in how the vyshyvanka has been depicted, and used, both by Ukrainians and by those seeking to denigrate or deny the existence of the Ukrainian nation. I focus in particular on the explosion of digital images featuring the vyshyvanka, which have been circulating since the Euromaidan of 2013-14, and on the history of the creation of World Vyshyvanka Day, now celebrated on the third Thursday of May and serving as a vehicle for mobilizing solidarity with Ukraine from Taiwan to the UK to Israel.

Cancel Culture on Twitter – Cancelling Russians and Ukrainians in the Context of Russian-Ukrainian War

This research deals with the analysis of the phenomenon of cancel culture on the social network Twitter in the context of the Russian-Ukrainian war. Cancel culture as a social phenomenon is becoming increasingly important on social networks, and Twitter has become the key environment for expressing and sharing opinions on this topic. The aim of this research is to understand how Twitter users shape the discourse on cancel culture during the current Russian-Ukrainian war, as well as to assess the intensity of this phenomenon in two different time periods - March 2022 and March 2023. The quantitative-qualitative method of content analysis and discourse analysis was used in the research. The research findings indicate that cancel culture intensified in March 2023 compared to March 2022. The research results highlight that a greater number of tweets were written in a negative tone, manifested in aggressive and insulting comments and sharp polarization into two opposing camps, which corresponds to the characteristic patterns of cancel culture when it comes to Twitter. The use of hashtags has proven to be a powerful tool for promoting ideologies and constructing meaning, enabling the creation of a particular narrative and eliciting connections with like-minded people. The research provides a deeper insight into the dynamics of cancel culture on Twitter in the context of the Russian-Ukrainian war, demonstrating how social and political events shape the perception and opinions of Twitter users.

It is substantiated that deterritorialization isn’t caused by political ideologies in power but a side effect of technological development. It is precisely because of the process of deterritorialization that the ideas of governance, decentralization, depoliticization, shared governance, functional governance, etc. appear in the theory and practices. The defended thesis is that (1) the Bulgarian strategic culture has the features of a typical modern culture of the small state and that (2) it remains underdeveloped, thus missing the opportunity to cultivate the pursuit of multiple benefits in the field of security and the defense of national interests. The analysis is based on the hypothesis that strategy is also culture. The historical review shows that the prevailing strategic culture in Bulgaria is characterized for the first time in history as a “crisis culture of the small state”.

The approach to total quality assurance is linked to continuous development. The purpose of this article is to examine the degree of implementation of TQM practices in schools. An analysis of Total Quality Management is attempted. Its philosophy, its culture, its governing principles and its main characteristics are examined. In addition, the concept of quality is presented as well as the importance of total quality, highlighting the importance of the work team, the role of the leader and how he can instil the philosophy of Total Quality Management in his human resources, the importance of communication and the dissemination of knowledge within a school unit. In order for a school to implement Total Quality Management, it must be able to ensure the participation of all its potential. Continuous improvement is required in Total Quality Management. Constituent members must be constantly changed to ensure their work. In educational administration, the role of the head of the school unit is of utmost importance and plays a key role in its implementation.

The purpose of the exhibition is to analyze the issues related to the constitutional requirements for high professional and moral qualities for some high public positions. The research method is interdisciplinary, covering many scientific areas such as law, political science, public administration, management, axiology, deontology, security, philosophy. The output addresses current law enforcement practice as well as future constitutional and statutory amendments and additions. The conclusions of the present work is that the heterogeneity of high professionalism, understood as multiple qualifications, knowledge and skills beyond the legal ones, but plus them is the true and accurate understanding of the criterion of "high professional qualities" of the members of the Supreme Judicial Council and the Constitutional Court. The contrasting manifestation of high moral qualities is expressed in the fact that moral, ethical and professional transgressions, as well as all offenses, are subject to proof, because they are objective facts of reality. Conversely, a highly moral individual is always and only so.

Scaling up Archival Text Analysis with the Blockmodeling of N-gram Networks: A Case Study of Bulgaria’s Representation in the “Osservatore Romanoˮ (January – May 1877)

This paper seeks to bridge the gap between archival text analysis and network analysis by applying network clustering methods to analyze the coverage of Bulgaria in 123 issues of the newspaper Osservatore Romano published between January and May 1877. Utilizing optical character recognition and generalized homogeneity blockmodeling, the study constructs networks of relevant keywords. Those including the sets Bulgaria and Russia are rather isomorphic and they largely overlap with those for Germany, Britain, and War. In structural terms, the blockmodel of the two networks exhibits a clear core-semiperiphery-periphery structure that reflects relations between concepts in the newpaper’s coverage. The newspaper’s lexical choices effectively delegitimised the Bulgarian national revival, highlighting the influence of the Holy See on the newspaper’s editorial line.

Political Extremism and Its Implications: An Inquiry into Violence, Struggle, and Self-Sacrifice

This research paper draws upon English novelist George Orwell’s observations on human proclivities toward struggle and self-sacrifice, as seen in his criticism of “Mein Kampf”, and uses them to explore the complex nature of political extremism. By analyzing the evolution of the political narrative since the 1970s, from economic to cultural issues, it investigates the foundations of extreme nationalism within contemporary liberal democracies. In order to show the features and motives of this phenomenon, the study observes several European far-right groups through the lens of extreme nationalism, uncovering similar themes of anti-globalization, immigration, and European Union views. It delves further into the examination of human beings by taking a closer look at the way culture shaped our development as a species and the fundamental urge for identification and belonging, providing insights into the psychological underpinnings of extreme beliefs and behavior. It also looks at the foundations of group violence, discussing it as a morally motivated behavior meant to maintain and preserve social ties and the concept of struggle as behavioral mechanisms exploited by extreme nationalists. To thoroughly assess the validity of Orwell’s ideas, the research combines the theoretical framework with a case study of the contemporary tendencies towards extremism in the U.S. political system. The analysis leads to the conclusion that George Orwell’s findings that the attractiveness of political extremism has its roots in basic features of human nature are still applicable in modern democratic societies.

The concept of traditional religion is a complex phenomenon containing within itself legal, customary, moral, and other positions. For historical reasons, it has settled in each individual society in a unique and authentic way, in the different nation-states, exchanging active and passive influence with other deontic and axiological systems. The special and essential role of the traditional religion in the Republic of Bulgaria - the Eastern Orthodox faith - is an explicitly enshrined constitutional postulate with the meaning of an element of national identity, on the basis of which doctrinal, administrative, judicial, and other positions are developed, in the complex and dynamic environment of the phenomenon of rule of law.
