The universal vote, legislated in most European countries a century ago, is the political gift made by the governors to all the poor and uneducated social blankets that took the hard part to the Great War. The introduction of this new mechanism of legitimizing the authority put an end to the tradition of the censitaire suffrage, which had been the basis of the liberal and conservative democracies of the second half of the 19th century. The right to vote has been hotly debated in political and intellectual circles for about three decades, generating serious doctrinal positions in both the followers’ camp and that of its contestants.

The local modernizing elites created and implemented, starting with 1848, during three generations, a political project that aimed at perfecting the ideal of uniting all Romanians within the borders of the same state. This "country program" reflected the progressive ideas of the nineteenth century, which promoted the concepts of nation and national state. The local modernizing nobility, during seven decades (1848-1918 / 1919), created a state (Romania), started the modernization process in the spirit and according to the dominant models of the era, managing the miracle that at the end of the Great War unified territories inhabited by Romanians who in 1848 were part of three multinational empires: Ottoman, Tsarist and Habsburg.

30 years after the fall of the communist regime, Romanian society has towards its past an ambivalent and contradictory attitude: on the one hand it brings a constant effort to manage social memory, whilst on the other hand it is „haunted“ by nostalgia for communism. In the Romanian case, the relationship to the communist past and arguments over its legacy have been problematic and created numerous controversies since December 1989. The years of transition, political instability but mainly the failure of the educational policies fed the nostalgia for communism. However, the substratum of such a phenomenon must not be interpreted only from the perspective of the political and economic disappointments which Romanian society has experienced in the last 30 years, but also as a failure of the educational policies of memorialising the communist past and shaping an adequate historical consciousness. ”Before it was better” is a part of a selective memory which suggests nostalgia for an economic and social stability without ideological connotations. For many Romanians ”communism was a good idea” because it had positively influenced their existence, while now the much-desired freedom was associated with chaos and instability.

Many countries around the world held elections during the Covid-19 pandemic. Although the topic of how the virus affected elections has been widely researched, the reversed question of how elections impact the way leaders respond to the pandemic has not drawn enough attention. This article aims to analyze whether elections facilitate or impede the fight against the Covid-19 pandemic. By looking at both advantages and disadvantages, the paper finds that although elections can be efficient tools to keep politicians in check and can give incumbents who seek re-election higher incentives to provide an efficient response, elections can also foster increased polarization, political opportunism, and disinformation, weakening citizens’ trust in authorities and endangering the fight against the Covid-19 pandemic.
