The third issue of the Social Work Review is dedicated to the Romanian National Anti-Poverty and Social Inclusion Plan.The plan is created by the Government of Romania as a result of an suggestion of the European Union in order to increase social inclusion in all-over Europe. "The National Anti-Poverty and Social Inclusion Plan is a systematic principled and practical approach to the grave problem of poverty and impoverishment in the Romanian society. There are two new things in this Plan. Alongside poverty, attention is given to the disruptive social effects our society has to cope with: family disorganisation, crime, corruption, stunted civic sense, as well as timid and not always appropriate reactions of the public authorities to individual and community problems. Finally, according to our party, social policy should gradually shift the stress from healing wounds to comprehensive social reconstruction. It is important to ask ourselves what kind of society we want to build. The first part of this article shows that it is irrelevant to seek to demonstrate that Judaism and democracy are compatible, as they emerged and developed in radically different social environments. Ancient Judaism functioned as a theocracy that had little in common with the Greek polis, while the latter has few commonalities with modern democracy, which sharply distinguishes between the private and the social spheres.

As a product of epistemological underdevelopment, seemingly unnecessary doubts and perplexities are often brought to focus as theoretical dilemmas in the social work science. With the aid of a more sober gnoseological interpretation, these doubts and perplexities can be disambiguated, and in the context of contemplative reality, properly comprehended. As illustrations of this thesis, in this text are mentioned quasi-theoretical doubts about the terminological marking and multi-faceted meaning of the term theory, then the illusion of the theoretical juxtaposition of modern and mental past experience, fictive clash of universality and cultural specificity of social work, projected theoretical inability to reconcile folk and scientific experience, and the theoretical confusion of not recognizing the universal nature of the historical and civilization labor of social work.

Habilitation-rehabilitation of children born with congenital anomalies represents assistance in terms of maximal functional abilities training and, in every way, inclusion into family and social environment. The main aim of the research is to show some economic and social characteristics of the primary families of children with congenital anomalies and the influence of social environment (housing) in the course of rehabilitation. The research was conducted in the period between 2009-2011 year at the Institute of Gynecology and Obstetrics at the Clinical Centre of Serbia in Belgrade. Sixty patients born with congenital anomalies, residing in the family or in the social welfare institutions, participated in the study. The results show that children as part of the families significantly improved in psychomotor development (p = 0.007) and reduction of motor disorders (p<0.01) than children in the institution after discharge from the hospital. The solving of existing problems in the children with congenital anomalies care and the improvement of social welfare both require continuous and comprehensive work, evaluation performing, detection of the weaknesses and analyzing of the possibilities for family support provision.

The article deals with Buddhism, religion without God, but a divine interpretation of the world and a rational basis this doctrine disseminates. Social and philosophical values in this article are presented as a complete system that gives meaning to existence, functioning and explanations of society and the individual in it. In this context, the article starts from the philosophy of Buddhism rejecting the extremes in thinking and behaviour, and developing a philosophy of moderation, i.e. middle way which ensures good karma based on fairness, duty, decent behaviour, naturalness and the order of nature. In order to achieve this values and make them an integral part of human behaviour in relation to other people, moral behaviour, moral discipline and intuitive wisdom are needed. Still, the system inevitably seeks to attain the state of freedom that is possible by identifying the pain, the causes of suffering and elimination thereof. It is obvious that this doctrine is based on the values that are indisputable in social policy (work, freedom, justice, solidarity, humanism) and as such excite the attention of workers in the theory and practice of social policy. It also identifies the causes that lead to psycho-social problems of man and offers a way in which these problems can be rectified. The article provides a valuable philosophy to complement theory of social policy in the area of values, i.e. principles of social policy and a valuable form for its theory and methodology.

Within this work authors argues that religion and religious communities are strengthening their position in social and political life. Parallel to the process of SFrYugoslavia disintegration and formation of new states was the process of reintegration of Islamic community and formation of independent Islamic communities within new sovereign states. Islamic communities are considered as one of the most important religious communities made after the Yugoslavia downfall. Since in Serbia there is more than one Islamic community within this work we will show relations between them. In addition, the situation is even more complicated due to the fact that Islamic communities in Serbia have different relations towards Islamic community of Bosnia and Herzegovina. These relationship are the central point of this paper as well as political consequences that are produced from it.

In international humanitarian law there are only a few rules which directly protect the environment. These rules are contained in the Additional Protocol I of 1977, the ENMODConvention of 1976 and the Convention on Conventional Weapons, as well as in its Protocol III on Prohibitions or Restrictions on the Use of Incendiary Weapons. In addition, there are a number of rules within this branch of law which indirectly protect the environment during armed conflicts. The most important among them are the general principles of international humanitarian law (military necessity, proportionality and distinction) which are applicable to all states due to their character of being customary law. Moreover, some treaty provisions provide for indirect environment protection, and they are contained in the Hague Regulations of 1907, the Fourth Geneva Convention of 1949 relative to the Protection of Civilians and the Additional Protocol I.

The Psychobiological model of temperament and character proposed by Robert Cloninger has been changed during last two decades according empirical findings and theoretical refinements. The model has had a great influence on the DSM classification of personality disorders. Despite that fact, there are still some unclear conceptual solutions and contradictory empirical data. This paper presents critical analyses of the basic theoretical assumptions and operationalization of the model. The authors discuss the results of structure analyses of the model and the psychometric evaluation of TCI-R inventory at levels of the two-part system of temperament and character; the seven basic dimension of personality; the inventory sub-scales; and the analysis of individual items.
