In Serbia, external stakeholders are insuf􀏐iciently consulted during the development of PAR strategic documents: early consultations are seldom implemented, proactiveness in inviting external stakeholders including diverse groups of interests is an exception, as well as is the publishing of the government’s feedback to the consultees’ inputs. Consultations on the development of the PAR Strategy Action Plan for 2018-2020 make for a good practice example, because the process involved the civil society from the very beginning and in an open manner, while the responsible ministry engaged in dialogue to resolve contested issues in the consultation process. In most cases, some form of public debate or public consultation took place before the adoption of the str ategic document.
