CATARACT: TREATMENT WITH PHACOEMULSIFICATION AT CLINICAL HOSPITAL STIP IN 2023

CATARACT: TREATMENT WITH PHACOEMULSIFICATION AT CLINICAL HOSPITAL STIP IN 2023

КАТАРАКТА: ТРЕТМАН СО ФАКОЕМУЛЗИФИКАЦИЈА ВО КЛИНИЧКА БОЛНИЦА ШТИП ВО 2023 ГОДИНА

Author(s): Strahil Gazepov,Ivan Andonovski,Saska Jovancevska / Language(s): Macedonian / Issue: 4/2024

Keywords: cataract;quality of life;opacity;phacoemulsification

This work describes the concept of cataracts, the reasons for their occurrence, diagnostic procedures, and treatment, with a special focus on phacoemulsification with intraocular lens implantation. In ophthalmic surgery, cataracts are one of the most successfully treated conditions. Cataracts represent any opacity or cloudiness of the lens, whether it is a small, localized opacity or complete loss of vision. Cataracts can occur as a result of congenital or genetic anomalies, or as a consequence of various diseases or the normal aging process. Depending on the zones of the lens affected by opacity, it can be classified as subcapsular, cortical, or nuclear, and in terms of localization, it can be anterior or posterior. Additionally, it can be described according to its stage of development. If there is a clear cortex, it is considered an immature cataract, while if the cortex is fully opacified, it is considered a mature cataract. Treatment for cataracts can be conservative or operative. Conservative treatment is applied when visual acuity is 6/24 or better. Conservative treatment involves pupil dilation with 2.5% phenylephrine, refractive glasses, and sometimes cyclopentolate and atropine can also be useful. Operative treatment for cataracts is applied in conditions where visual acuity is worse than 6/24 or if there is a medical indication (phacolytic glaucoma, retinal ablation). Operative treatment for cataracts is performed in several ways: phacoemulsification and extracapsular extraction of the cataract. Phacoemulsification is an ultrasonic operation on the cataract that uses and ultrasonic probe. It is a modern method that takes less time, the patient recovers faster, and the risk of complications is reduced. According to the statistical data we have covered, cataracts are more prevalent in women than men, unlike men, and in terms of age group, it is most common in individuals aged 60 – 70 years. All of this data represents our stimulus and motivation towards exploring new therapeutic aspects, as well as methods for timely diagnosis and prevention. With the topic of our research, we believe that the research would deepen into discovering less invasive methods for cataract treatment, as well as creating new strategies for timely cataract detection and patient support. We believe that our research will be a stimulus and inspiration for the entire medical staff to discover new aspects that would be beneficial in improving the quality of life for patients with cataracts.

EU energy poverty policy 2019–2023

Polityka przeciwdziałania ubóstwu energetycznemu UE w latach 2019–2023

Author(s): Tomasz Mering / Language(s): Polish / Issue: 17/2023

Keywords: energy crisis; energy poverty; energy efficiency; social support; European Union;

The article aims to analyze the mechanisms and instruments designed to reduce the social impacts of climate policy implemented at the European Union and national levels. The reflections consider two-time perspectives, i.e., the short term, determined by the recent energy crisis, and the medium term, i.e., following the timetable of actions set out in the European climate law. The material points out the main problems of horizontal coordination of social and environmental policies at the EU level. It identifies the main vertical challenges arising from the need for cooperation between EU institutions and nation-states. The article also demonstrates the contradiction between the priorities of the “green agenda” and the short-term measures taken to limit the increase in energy prices and reduce raw material dependence on Russia. The article analyzes financial instruments, pointing out their possibilities and limitations for countering energy poverty.

Migration from Ukraine to EU Member States in the years 2014–2023

Migration from Ukraine to EU Member States in the years 2014–2023

Migracje z Ukrainy do państw członkowskich UE w latach 2014–2023

Author(s): Ewa Łaźniewska,DARIUSZ Trojszczak,Khrystyna Prytula / Language(s): Polish / Issue: 17/2023

Keywords: migrations; refugees from Ukraine; labour market; war in Ukraine; cross-border flows;

The issue of migration is now a very important challenge faced by countries with different socio-economic development. The degree to which they cope with this problem depends on many factors. The considerations in the article focus on three cross-sections: migration from Ukraine after 2014 and the migration of war refugees particularly as it pertains to the PolishUkrainian border. The work is based on literature studies and analysis of statistical data. The hypothesis is based on discovering the special role played by the institutional environment as well as macroeconomic factors as criteria determining migration from Ukraine in the analysed period of 2014–2023. The main objectives of this analysis are to present the scale of the phenomenon in different periods and regional sections, as well as how regions differ in terms of their attractiveness and the degree to which their labour markets are prepared for the absorption of labour in the European Union. The presented analyses are run within the project NAWA project entitled Challenges for the labour market in counties in the Polish-Ukrainian borderland with regard to the influx of war refugees from Ukraine. Assessment of the situation, conclusions for Polish regions, entrepreneurs, and county labour offices.

Decision of the Constitutional Court of Romania no. 521 of October 5, 2023

Decizia Curții Constituționale a României nr. 521 din 5 octombrie 2023

Author(s): Aurelian Constantin Mihăilă / Language(s): Romanian / Issue: 1/2024

Keywords: right to work; the right to pension; the pension-salary combination in the public system; the right to private property;

The right to work and the right to pension are two fundamental rights, expressly guaranteed by the Constitution. The exercise of these rights can be restricted in the case of completely exceptional situations, but it cannot be suppressed in any way. Suppression should not be understood expressis verbis, but can also be inferred from a mode of regulation from which it results implicitly, such as their suspension in the case of the imposition of an option right that exclusively confers the way of their alternative exercise. A law drafted by the Parliament in the summer of 2023, and which regulated restrictive measures of the pension-salary sum for pensioners from the public system who wanted to continue their activity, was assessed as unconstitutional when referred to the High Court of Cassation and Justice. Violation of fundamental rights to work, pension and private property, as well as non-compliance with the principle of non-retroactivity of the law are, in essence, the findings of the constitutional court regarding the entire regulatory act subject to control.

The 80th Anniversary of ZAVNOBiH (1943–2023) – Bosnia is Bosnian

80 godina ZAVNOBiH-a (1943–2023) – Bosna je bosanska

Author(s): Senadin Lavić / Language(s): Bosnian / Issue: 3/2023

Poruka ZAVNOBiH-a je jasna i nedvosmislena. Ona nas vraća vlastitom biću u najtežim ratnim okolnostima, ona nas čuva u našoj bitnoj određenosti u vremenu i prostoru.

Magic in numbers and words: On Estonian literary criticism in 2022–2023

Numbrimaagia ja sõnamaagia Kirjanduskriitika ülevaade 2022–2023

Author(s): Ave Taavet,Johanna Rannik / Language(s): Estonian / Issue: 3/2024

Keywords: literary criticism; arts and culture journalism; literary studies; modern literature; debate in criticism; young writers;

This article provides an overview of Estonian literary criticism during 2022–2023. The archetype that emerges from the articles of this period is that of a critic who exhibits varying degrees of doubt, a yearning for connection and engagement, as well as sharpness, acumen, and empathy. While criticism remains constructive and thought-provoking, there is a pertinent question about the necessity to redefine its core. In the realm of online publications, traditional literary criticism may require re-evaluation, with a potential need for a heightened attention to visuals and user experience. Moreover, there is a discernible trend towards favouritism in literary criticism, which warrants a counterbalance through bolder and more analytical reviews. Newspapers appear to be grappling with diminishing quality standards, often presenting overly commercial and superficial book reviews. Naturally, social media has an increasing influence on literature and poetry, offering avenues for amplifying authorial identity while posing challenges in translating so-called “Instagram poetry” into more conventional book formats. The authors also underscore the importance of supporting young critics and providing them with a safe space for experimentation.

Author(s): Jitka Rosenbaumová / Language(s): Czech / Issue: 2/2024

Keywords: TELMER Project; language consulting; professional training; communication strategies; standard formulation; network creation;

The TELMER Project (2023–2024), led by the Institute of the Estonian Language and co-solved by the Institute for the Czech Language, aimed to map language consulting activities across various countries, enhance the competencies of language workers through professional training, and establish universally accepted standards for language consulting. The project also sought to create a network for language consultants to share experiences and improve service quality. Key activities included the development and distribution of a questionnaire, personal meetings of Czech and Estonian linguists, and a training program focused on communication strategies and problem-solving. The project culminated in the formulation of a general standard for language consulting and plans for an association of consulting centers.
