A short review of the life and scientific contributions of the distinguished Dr. Alexandrina Negrea. She started her carrier in the ”Grigore Antipa” National Museum of Natural History (1953–1954) as a guide for visitors and entomologist. Between 1955–1957 she transfered as a researcher to the Marine Biological Station of Constanţa and the Hyrobiological Research Station in Brăila, where her husband (Dr. Ştefan Negrea) became founder director. Starting with 1957 Dr. Aexandrina Negrea worked as a researcher, specialized in Gastropods to the ”Emil Racoviţă” Spelaeological Institute from Bucharest. As a Senior researcher II she worked up to 1st June 1997. In 1971 she passed her PhD with a topic about ”Dynamics of Gastropod populations from Crapina-Jijila Complex ( flooding zone of Danube river)”. As a specialist in Molluscs she described nine new species a new genus of Gastropods. Also she advised interested young people how to work in this group of beings, co-operated with foreign specialists and activated in several professional associations.

Starting this year, the Government Ordinance No. 16/2022 brings a series of modifications to the tax regime applicable to the tax-payers who obtain income from independent activities within an authorized natural person. One of them consists in the obligation to pass from the taxation based on the income standards to the one in real system in case the gross income outruns the equivalent in Lei of the 25,000 Euro amount. Thus, if in the current year this limit is exceeded, which is four times smaller than the one provided by the Fiscal Code before the entering into force of the mentioned ordinance, the real system is chosen starting with next year. We are also observing modifications with regard to the calculation basis of the pension and health contributions. Starting with the income related to the year 2023, the payment of the health contribution is mandatory from the six minimum salaries limit, and the annual calculation basis of the contribution to the pension system is represented by the income chosen by the taxpayer, which cannot be less than 12 or 24 minimum gross salaries by country in force on the submission deadline of the single return. The single return filled in and submitted until the 25th of May 2023 by the natural persons carrying out an activity within an authorized natural person shall be based both on the rules before the Government Ordinance No. 16/2022, for finalizing the situation for the previous year, and on the rules of the new tax regime, in view of estimating the situation for this year, for which the fiscal obligations shall be paid in 2024.

Cluj Court of Appeal recently ruled on a request to grant compensation for the prejudice caused by a Regional Antifraud Office that issued a decision for precautionary measures later annulled in court. It held that the tax authority is fully liable for damages insofar as it issued the illegal administrative act, for both the expanses of a bank guarantee letter and the expanses of a real estate mortgage contract. The judgement is a rare example of such compensation being granted and might stand as a key-decision for the further development of case-law on this matter/ In a line of recent cases dealing with the taxation of income from other sources, the Oradea Court of Appeal ruled on the lack of predictability of Romanian tax legislation. The Court held that the current status of the Romanian Tax Code does not allow for an interpretation that natural persons selling metal and non-metal waste to various economic operators act as independent taxpayers that should register and pay tax on income derived from the sale of such waste. The general exemption for such income applies as long as the national legislator does not establish specific criteria for taxation.

In May, Turkey held one of the most consequential elections in its recent history. The vote took place amid a deepening economic crisis, one of the deadliest earthquakes of the last century, and an expanded realm of oppression targeting almost all fields of social and political life. What made the elections of May 2023 more contested than their predecessors was that it was the first time in the last two decades, President Recep Tayyip Erdoğan and his ruling Justice and Development Party (Adalet ve Kalkınma Partisi, AKP) were not viewed as the clear favorites. Motivated by the collective sense of urgency to hand the ruling government an electoral defeat, along with a strong desire for constructing a more democratic republican regime for the centennial, broad but oftentimes disparate alliances were constructed in an effort to oust. While expectations ran high, with the political opposition brimming with unbridled hopes and optimism leading up to the parliamentary and presidential elections on May 14, Erdoğan defeated his two challengers Kemal Kılıçdaroğlu and Sinan Oğan with a slim margin (49.5 percent), but could not avoid a second round. The country trudged to the polls again on May 28 for a run-off election, which resulted in a victory for Erdoğan and a secured third term as president. Though the presidential elections garnered widespread attention from the public, media, and international observers, the parliamentary elections also held significant implications for Turkey’s politics. Erdoğan’s AKP saw a decline in vote share, but their governing coalition strengthened with support from far-right, nationalist, and Islamist parties. This coalition protected AKP’s parliamentary majority, retaining 322 out of 600 seats. On the other hand, the opposition parties performed below expectations, only securing 35 percent of the parliamentary vote.

In the year 2000, with the beginning of a new millennium, world leaders pledged to fight poverty, hunger, gender inequality and environmental degradation, improve access to education, health services and safe drinking water. The Millennium Declaration outlined 8 development goals. But because, in 2025, these objectives were only partially met at the deadline, and poverty had not been eradicated, on the occasion of the Development Summit, the 2030 Agenda for Sustainable Development was adopted – a global action program that promotes balance between the three dimensions of sustainable development – economic, social and environmental. The agenda includes 17 sustainable development goals (SDGs) through which the world’s states commit to eradicating extreme poverty, combating inequalities and protecting the planet, by 2030. This Report is an annual UN publication that takes a thorough X-ray of the state of gender equality globally as reflected in the analysis of the state of progress in achieving each of the 17 goals of the 2030 Agenda. Each of the other 16 objectives is closely related to objective 5 – gender equality, being able to positively or negatively influence its achievement. Emphasising the connection and interdependence between the SDGs, the authors of the Report demonstrate through the collected data how, according to the domino principle, the failure of one of the objectives can endanger the fulfilment of all the others. Without gender equality there can be neither progress nor prosperity. The Report analyses the objectives of sustainable development from the perspective of the progress made regarding gender equality. But this exercise can be replicated for each individual goal, to see how obstacles in the achievement of one goal can also affect the progress of the others. In order for the 2030 Agenda not to fail, to at least partially achieve the transformation of our world, it becomes urgent to develop laws and policies that advance both gender equality and each of the objectives of sustainable development. As the Report concludes, gender equality currently remains an increasingly difficult goal to achieve globally.

Anfang November 2023 fand im Städtischen Museum von Bistritz eine international besetzte Tagung statt, die vom Forschungszentrum Trans.Script für mittelalterliche Paläographie und Diplomatik der Babeş-Bolyai-Universität Klausenburg (Leiter: Univ.-Doz. Dr. habil Adinel C. Dincă) in Zusammenarbeit mit Museumskomplex Bistriţa-Năsăud (Manager Dr. Alexandru Gavrilaş) veranstaltet wurde. Ihr Thema: „Bistritz im Mittelalter. Momente und Deutungen der Transformationen einer siebenbürgischen Stadt“. Innerhalb eines ersten Themenkomplexes wurde ein Überblick über die Geschichte von Bistritz im Mittelalter geboten (Konrad Gündisch), danach die Situation der recht zerstreut aufbewahrten Bistritzer Archivalien und der sonstigen Quellen zur Stadtgeschichte dargelegt (Adinel C. Dincă), ein lesenswerter, wenngleich in den Details nicht ganz realitätsnaher Bericht von Äneas Silvio Piccolomini (Papst Pius II.) analysiert (Iulian Damian) sowie Leben und Werk des Archivars und Historikers Albert Berger vorgestellt (Andrei Moga).
