The small book aims at providing a general description of the political situation of Europe. However, doing so in 1915 in the midst of WW I, and doing it from a specific South-Eastern European pont of view, the Balkan wars of 1912/13 make the special background for the author's considerations. After the general, inital part on "Diplomatic Transactions" the author, therefore, has dedicated in the second part short special chapters to the Turkey, to Serbia, to Greece, to Romania, as well as to the Carnegie Report from 1914, investigating the atrocities committed by the combattants of these wars.

Published 1919 in Bern (Switzerland) by Paul Haupt, Librairie Académique (2me édition augmenté) From the author's preface: The vagaries of diplomacy at the Berlin Congress (1878) and the Bucharest Peace (1913) hampered the Bulgarian national expansion. At present, a large part of their lands and their congeners have fallen back under the dependence of foreigners. Therefore, a sacred duty remains to be fulfilled: to give to this people who has suffered so much the possibility of enjoying one day the benefits of civilization and the fruit of their peaceful labors, within the great society of free nations. For the defense of the just Bulgarian cause and to give more objectivity to this presentation, we have ignored the multiple testimonies of Bulgarian sources and reproduced only those of foreigners. However, all unanimously prove in an irrefutable way the legitimacy of the Bulgarian claims. May impartiality and justice preside over the deliberations of the world forum, from which will emerge the status of the globe, at the time of the grave decisions on which depends the realization of the immortal words of the Master: "Peace on earth and good will towards men!

The Macedonian question arose on the day when European diplomacy at the Congress of Berlin (1878) replaced Macedonia under the authority of the Sultan, which, by the Treaty of San Stefano, was included in the Bulgarian state. Since then much has been written on this question and on the dispute between Bulgarians and Serbs, the former wanting to maintain their national unity in the cultural field and pursuing the achievement of political unity and the Serbs seeking to expand at the expense of their neighbors from the east.
