Culture and Values is an interdisciplinary e-quarterly published by the Department of Philosophy at Maria Curie-Skłodowska University in Lublin (Poland). The journal appears in an internet version only. It publishes texts on the theoretical philosophy, axiology, ethics, the philosophy of culture, the philosophy of history and other scholarly disciplines, such as, cultural studies, theoretical sociology, history, political science and psychology – examining from a variety of perspectives the problems of the human being and her cultural-historical determinations. It also presents discussions and reviews from Polish and international publications which relate to these problems. Discussions and comments about the texts published in Culture and Values are included, too. It also provides information about conferences and various academic events relating to the eponymous problems.

The Journal “Social Contexts” is electronic scientific journal about the sociological profile. However, the journal is wide open to other humanities and social sciences, such as cultural anthropology, philosophy, history, cultural studies, psychology, political science, as well as law and economics.

Editors express hope that the journal will establish a field for exchange of theoretical reflection and outcomes of empirical research on different aspects of social reality. In the “Social Contexts”, according to the title, we prefer to publish original and innovative articles, discover new sections, aspects and contexts of public examinations. In particular, we are looking forward to publishing interdisciplinary texts.

In the “Social Contexts”, we are going to  include: articles, reviews, polemics, translations, research reports, and interviews. We are cordially inviting authors from Poland and foreign countries to share their publications with us. Selected issues of the journal will have a main theme, which will consist of 3-6 articles and remaining texts can cover other  topics. Sometimes we will be publishing numbers about monographic character, whose content will be entirely related to one topic.

The journal was launched in 1988 as a forum for discussion of the problems of cultural and cognitive linguistics, the linguistic worldview, stereotypes and value terms – these were new and topical problems at the time. Since 2004 Etnolingwistyka has been the official journal of two ethnolinguistic commissions: domestic (within the Linguistic Committee of the Polish Academy of Sciences) and international (affiliated with the International Slavic Committee). Since the launching of the international EUROJOS project in 2008, the range of authors has been constantly growing. Its readership includes philologists, linguists, cultural studies scholars, and anthropologists – students, researchers, and faculty members.

The annual Etnolingwistyka. Problemy języka i kultury is a platform for an exchange of ideas between academia and integration of scholars, both from Poland and abroad, who are interested in the problems of the language-culture interface. A broad understanding of ethnolinguistics has been adopted. It is defined as anthropological-cultural linguistics with a cognitivist orientation. The scope of the journal is also broad and embraces the structure and use of language in all its varieties, including the standard variety, in its relation to culture, speakers, and society. The contributions may be theoretical and analytic, relating to a single language (and culture), as well as comparative (of any scope: Slavic, European, or supra-European). Apart from original research articles, the journal also accepts book reviews, book notices on recent publications, reports from conferences and other events in line with the journal’s profile.

Zeszyty Cyrylo-Metodiańskie (Cyrillo-Methodian Papers) is an annual academic journal published by the Maria Curie-Sklodowska University in Lublin. The journal is dedicated to promoting up-to-date research in language, literature and culture in the fields of Slavic and Balkan studies. Its long-term ambition is to provide a platform for scholarly debates and the popularization of the widely understood Cyrillo-Methodian heritage, foreign Bulgarian studies and the Polish-Bulgarian cultural dialogue. The Editorial team welcomes scholarly or polemical articles and reviews written in English or all Slavic languages.

The journal was established in 2012 as an outcome of annual international conferences in Slavistics held in Lublin and the town of Biała Podlaska. As a result of the Cyril and Methodius in the Language and Culture of Slavs conference series several collective volumes were published. The newly formed Editorial team, initially consisting of members of the UMCS Department of Slavic Linguistics, accepted the challenge of switching from collective volumes to an open access academic journal as a major task for editors in the field of Slavic studies.

The Editorial team recognizes the constant community need for a high-quality platform for foreign Bulgarian studies. From the beginning we adopted a diamond open access philosophy based on the concept of freely available research and global exchange of expertise. This is in full accordance with our aim of reaching a wide international audience.

Due to its non-commercial nature the journal relies heavily on building a strong community of readers, authors and reviewers. Advertising, financing and donations are considered options, however they do not affect the journal’s aims and policies. We believe that research findings in humanities should be open and free of charge with contributors able to share their analyses and expertise without any national, racial, gender, religious, worldview or language restrictions.

Although we are striving to be a niche journal, we share the conviction that wider comparative research in Slavic and Balkan studies is an invaluable part of today’s scholarly activities in the humanities. This is why the Editorial team has always been open to new approaches towards the field subjects, as well as to independent views of foreign academics on separate national traditions.

The official title of the journal is Zeszyty Cyrylo-Metodiańskie with the form Cyrillo-Methodian Papers also in use. The title does not suggest exclusive focus on Cyrillo-Methodian studies or paleoslavistics; it refers to the brother saints as patrons of the Slavic world and co-patrons of Europe.

Das Buch beinhaltet deutsch- und polnischsprachige Aufsätze über die ausgewählten Fragen der Theorie und Praxis des Funktionierens von kommunaler Selbstverwaltung in Polen und in Deutschland. Die rechtsvergleichende Betrachtungsweise des Buches bildet gleichzeitig sein wesentlicher Erkenntnisvorteil. In der Monografie wurden Aufsätze sowohl der dogmatischen als auch geschichtlichen Natur, die unterschiedlichen Gesichtspunkten der Organisation und Funktionieren kommunaler Selbstverwaltung in beiden Staaten besprechen, dargestellt. Die in polnischen und deutschen Hochschulen affiliierten Juristen sind im wesentlichen Teil Autoren der einzelnen Aufsätze. Der Austausch von deutsch-polnischen Erfahrungen, nach 25 Jahren des Funktionierens neu belebter kommunalen Selbstverwaltung in Polen, kann sich also als ein gravierender Faktor in der Debatte darüber, ob die Zeit für die Umwandlungen reif ist, erweisen.

The book is dedicated to the memory of Professor Henryk Groszyk, and gathers contributions from distinguished researchers working on topics close to his research areas. Professor Henryk Groszyk (1926-2009) was one of the best acknowledged Polish experts on theory of state and law, who had magnificent impact on the development of this field of research in Poland. Many of his publications are listed amongst the most influential theoretical dissertations upon political studies and legal theory. He also hold many significant offices, e.g. being a Judge of Constitutional Tribunal (1985-1993). Throughout almost his whole life he was associated with the Faculty of Law and Administration of UMCS (since 1977 as professor) and left a broad group of disciples and followers. He also had great contribution to the development of the students' scientific movement in the Faculty, being incessantly since 1965 the Supervisor of the Law Students' Scientific Association of UMCS. The book will be of interest to researchers in fields of law.

Das Buch drückt den Standpunkt der Autoren in den von ihnen diskutierten Aspekten der Funktionsweise der polnischen territorialen Selbstverwaltung aus. Die Monografie umfasst folgende Fragestellungen, die zugleich ihre Kapitel darstellen: Das Wesen der territorialen Selbstverwaltung; Tätigkeitsbereich der territorialen Selbstverwaltung; Die Behörden der territorialen Selbstverwaltung; Die Akte des Ortsrechts der territorialen Selbstverwaltung; Das Vermögen der territorialen Selbstverwaltung; Die Finanzverwaltung der territorialen Selbstverwaltung; Verbände, Vereinigungen, Vereine und Vereinbarungen der territorialen Selbstverwaltung; Aufsicht über die Tätigkeit der Organe der territorialen Selbstverwaltung. Nach 40 Jahren Unterbrechung wurde auf der Grundlage der Kommunalreform von 1990 die Institution der territorialen Selbstverwaltung in Polen wiederhergestellt. Als nächstes wurde infolge der sog. „zweiten“ Reform von 1998 die Selbstverwaltung auf der Ebene des Kreises und der Woiwodscha gebildet. Dank dieser beiden grundsätzlichen Etappen der Selbstverwaltungsreform ist es gelungen, ein auf dem Prinzip der Subsidiarität gestütztes System der öffentlichen Gewalt aufzubauen, das europäische Standards erfüllt. Vor diesem Hintergrund stellt sich die Frage, ob nach 25-jährigem Bestehen der wiederhergestellten territorialen Selbstverwaltung nicht die Zeit angebrochen ist, Veränderungen einzuleiten? Die Autoren sind der Überzeugung, dass man die gestellte Frage bejahen sollte, unter der Voraussetzung jedoch, dass der polnische Gesetzgeber den Weg der „Evolution“ und nicht der „Revolution“ wählt.
