Macedonian citizens have a positive perception of police officers, describing them mainly using positive words/adjectives, and with female police officers scoring slightly better. However, negative perceptions prevail in many aspects of the work of the police. For instance, the most popular belief about the employment process within the police is that candidates are selected via political connections or by pulling strings with relatives or friends. Moreover, the police force is rather seen as operating as means for protection of the interests or particular groups than as a service of the citizens. In line with this finding, more than half of the citizens believe that politicians do have an influence on the operating work of the police force.

In the beginning of the 90’s, along with the introduction of the new economic system in the Republic of Macedonia, a new fiscal system was introduced based on the principles of market economy, private property, independence of the economic subjects, etc. As Macedonia was leaving the 90s behind; the principle of allocative neutrality was further incorporated in the current fiscal system, with its greatest incorporation in the reformed tax system of 2007.1 However, this principle was significantly derogated in the recent years, with the very clear example of the incredibly beneficial position of the foreign investments (contrary to the Constitution of the Republic of Macedonia), the large subsidies for agriculture, the different taxation of small and large companies, etc.

The Parliament provides basic oversight and control of the police. The Committee on Security and Defence, as a parent committee in charge of security-related issues, mainly deals with discussing draft legislation. The Standing Inquiry Committee for Protection of Civil Freedoms and Rights, which is authorised to review communications from citizens and whose findings could be used as grounds for initiating a procedure for accountability of public office holders, has not had any track record since establishment. At the same time, the existing oversight mechanisms, such as holding oversight hearings, remain underused. On the other side, members of the Parliament make good use of parliamentary questions.

The sector of renewable sources in Macedonia is at the very beginning of development. Apart from the potentials it offers for obtaining electricity, which are not negligible, there are also opportunities for economic development and the increase of jobs. There are many mechanisms nowadays for exploiting the potential offered by the sun, wind, thermal waters, etc., and the focus, apart from being put to their use, is also put to the realization of their economic profitability. Even Macedonia is slowly following this trend of seeking ways to promote RES, so according to the document "Adequate National Contributions to Climate Change" that Macedonia prepared as a contribution to the new global agreement on climate change that was adopted at the international conference in Paris in December 2015, with the application of climate change mitigation measures, as many as 6,000 "green" jobs can be expected by 2030. With the various RES (photovoltaics, wind, biomass, hydro-, geothermal systems and waste gas plants), it is possible to create about 1300 new jobs in Macedonia by 2030. The installation of solar thermal collectors could create around 600 jobs by 2030. This will not only revive the "green" industries in Macedonia, but also, according to the MANU document, emissions will be reduced by between 22% and 33% in 2030. Of these 6000 jobs, the largest percentage belongs to employment related to passive houses (about 2500 jobs), followed by solar power plants (about 1000 jobs), as well as solar thermal collectors and building renovation, each sector with about 600–700 jobs. places.

What generally applies to the energy sector, also applies to the transport sector. The problems with transparency, swelling in the operation of the institutions are not new in the Republic of Macedonia, especially when it comes to financial operations as well as public procurement or the passing of laws after shortened procedures, which Analytica has previously investigated. Also, with the political crisis that has been going on since 2015, reforms in these sectors suffer and are left aside. Other issues that are considered relevant are the lack of vision and development of solutions in transport and energy that will be sustainable and offer ideas for contemporary challenges, especially the burning problem of pollution where these two sectors are indicated as one of the the biggest triggers. The institutions still do not cope with the pollution, which is huge in the winter period of the year. The civil sector is still too little involved in the decision-making process in both sectors in Macedonia, and in many cases it is unsuccessful in following the processes such as the adoption of laws, strategies, the determination of projects, etc., as well as in actively opposing their implementation. if they have proven to be harmful to society and nature. Corruption has been proven many times to rule in both sectors, which is made possible by weak state structures and is one of the key factors that hinders the fulfillment of EU rules and the implementation of reforms. The idea of this research is to show which of the following are the main problems that exist in these two sectors that hinder their progress and development, from the analysis of which innovative solutions will emerge to accelerate the implementation of reforms on the way to the EU.

Consumption of tobacco products, especially cigarettes in Southeastern Europe (SEE) impos-es a significant economic burden on households and society in general. This report examines increases in the price of cigarettes through tobacco excise increases and their associated impacts on tobacco consumption, household expenditures, and tax burdens in different in-come groups as well as the impact of these increases on government revenues. For all countries studied, this research finds that price increases achieved through an in-crease in tobacco excises would result in lower consumption, higher budget revenues, and positive redistribution effects. In order to maximize the effectiveness of tobacco taxation policies, country specifics such as income growth, different elasticities, and behavioral re-sponses of different income groups should be considered when designing policy.

This study presents data on tobacco use in North Macedonia based on the Survey on Tobacco Consumption in Southeastern European Countries (STC-SEE) conducted in 2019 and offers recommendations to policymakers for adopting more effective tobacco control policies. This is one of the first studies in North Macedonia that provides such comprehensive information and estimates on tobacco use. Monitoring and availability of accurate and timely information on tobacco use and control are among the key prerequisites for successful health and fiscal policies to ensure prevention, reduce the harmful effects of tobacco use, and protect human health and life.

This study analyzes the levels and types of tax avoidance and tax evasion behaviours of individual users of manufactured cigarettes (MC) and hand-rolled (HR) tobacco in North Macedonia, as well as identifies factors associated with these behaviours. The study uses novel data from the Survey on Tobacco Consumption in Southeastern European countries (STC-SEE)1, conducted for the first time in 2019 in six SEE countries from the Balkan region – Albania, Bosnia and Herzegovina, Kosovo, Serbia, Montenegro, and North Macedonia – to provide guidance to policy makers by describing tax avoidance and tax evasion behaviours among adults according to various socioeconomic characteristics such as gender, income, age, education, social status, and proximity to the border.
