Summary/Abstract: NATO defence ministers have agreed to strengthen the Alliance’s rapid-response capabilities. Immediate reaction forces supported by headquarters cells deployed in six bloc border states will strengthen the defences on its eastern flank. The so-called spearhead, however, should be complemented with a “shield” of credible deterrence and permanent training facilities.
