Summary/Abstract: A new law in Ukraine concerning the occupied territories of the Donetsk and Luhansk (Donbas) regions is mainly declarative and constitutes an attempt by the country’s authorities to work out a modus vivendi for these areas. The law’s adoption will not affect the prospects of ending the conflict. It is, however, part of Ukraine’s activities aimed at increasing the political cost to Russia over the occupation of Ukrainian territory.
