Summary/Abstract: Since the restoration of independence, Montenegro has passed six laws on amnesty, while a new proposal from 2026 is in the parliamentary procedure. The analysis of the Center for Civic Education (CGO) shows that over the course of two decades, amnesty has gradually become more restrictive - through lower percentages of sentence reductions, expanding the circle of criminal offenses excluded from its scope and limiting the possibility of its repeated use. At the same time, all six adopted laws were passed in close proximity to the relevant election cycles - between 45 and 130 days before or after the elections. That regularity in itself does not prove the political instrumentalization of amnesty, especially considering the broad parliamentary support for certain laws and the existence of clear normative or extraordinary reasons in certain cases.
