Summary/Abstract: The latest proposal by the European Commission of a 28thlegal regime as part of its ambitious Competitiveness Compasspromises better market integration via a new optional legalregime that actors can rely on beyond national regulation. Thisproposal holds much promise for the future of a cohesive, strongEU. Nevertheless, it should not only be seen as a mere legalsimplification but as a core institutional architecture with longterm impact. As such small and medium-sized member statessuch as Czechia must act strategically in order to embed equitysafeguards into the architecture of the 28th regime, with activemonitoring of distributional effects and contingency plans.Furthermore, in order to avoid further institutional fragmentation,trust among different actors needs to be increased in order tocreate a strong and stable EU.
