Summary/Abstract: This report assesses the transparency and inclusiveness of four aspects of policy development and coordination: 1) transparency and inclusiveness of government decision-making process, 2) transparency of government planning and reporting, 3) transparency and inclusiveness of policy making and legislation development process, and 4) transparency and inclusiveness of policy implementation, evaluation, and parliamentary scrutiny. The first aspect examines whether transparency in government decision-making is secured through strategic commitments, legal provisions, and systematic publication of information from government sessions. The second looks at whether the government’s planning and reporting obligations are regulated, and whether related documents are published on time, performance-oriented, and accessible in open formats. The third assesses whether policy-making and legislative development are transparent, inclusive, and evidence-based — covering stakeholder participation, impact assessments, consultation reporting and oversight, and the influence of public input on final decisions. The fourth examines legal and practical mechanisms for advance notification, publication of monitoring and ex-post evaluation reports, and stakeholder involvement in parliamentary oversight. The findings cover the period from 2023 until 2025, as well as the end-of-2022 developments not covered in the previous cycle.
