Summary/Abstract: This Assessment reports on civic participation trends and barriers is produced under RegionalOwnership of Our Tomorrow: Citizens and Civil Society Growing EU Values in the WesternBalkans — hereafter referred to as ROOT WB. ROOT WB is a transnational project funded by theEuropean Union under the CERV Programme (Citizens, Equality, Rights and Values), coveringthe period 1stJanuary 2026 to 31stDecember 2027. The CERV Programme is the European Union’sprimary instrument for promoting EU values — including democracy, rule of law, fundamentalrights, equality, and civic participation — through civil society support, capacity building, andtransnational cooperation. ROOT WB is funded under CERV’s strand dedicated to civicengagement and democratic participation. The project brings together civil societyorganisations, citizens, youth, and local authorities from seven countries — five Western Balkansstates and two EU member state — to foster inclusive dialogue, participatory governance, crossborder cooperation and the strengthening of EU democratic values at local and regional level.Through a combination of capacity building, participatory labs, civic campaigns, policy dialogue,and advocacy actions, the project empowers citizens to actively engage in democratic processesand contribute to shaping policies that affect their everyday lives, with special attention to youth,women, and marginalised groups. The aim of ROOT WB is to strengthen the enablingenvironment for civil society in Western Balkan countries by enhancing civic engagement,supporting democratic participation and promoting EU values.
