Summary/Abstract: The question of the relationship between LGBTQ persons and the institutions of the system is one of thekey dimensions of assessing the functionality of modern democratic societies.Although the normative and legal frameworks largely affirm the principles of equality and non-discrimination, user experiences indicate that the actual quality of the institutionalactions are not measured exclusively by formal rules, but by the way they are appliedin everyday practice.
