Summary/Abstract: This Cybersecurity Ecosystem Report maps cyber threats in the Western Balkans, identifying key risks, threats, incident and attack types, and, where possible, threat actors. Commissioned by the UK Government, the report has been prepared jointly by PwC, focusing on the global and regional threat landscape, and the ISAC Fund, providing the geopolitical context for each of the Western Balkan economies (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia). The findings are based on comprehensive desk research on existing bilateral, regional and international agreements and other forms of cooperation that Western Balkan economies have in place, as well as official reports of cyber authorities. This is supplemented by information obtained from interviews and focus groups with local stakeholders from the public and private sector, academia and civil society. Finally, insights into the activities of global threat actors are shared from PwC’s Cyber Threat Intelligence (CTI) team.
