Summary/Abstract: According to the latest report of the European Commission for the year 2024, Montenegro achieved the expected good results in key areas in chapter 23 (Judiciary and fundamental rights) with recommendations for further systemic work aimed at the full implementation of European standards and the protection of human rights. Montenegro continues to face serious problems in the field of human rights, with particularly vulnerable groups encountering numerous obstacles in achieving full protection of their rights. Although the legislative framework is largely aligned with international standards, the consistent application of the law and the provision of real equality for the most vulnerable members of society remains a serious deficiency.
