Summary/Abstract: On the way to membership in the European Union, Serbia is facing intertwined security, economic and political challenges. This analysis maps the key external actors and the mechanisms of their influence in Serbia, but at the same time shows that the greatest vulnerabilities do not come from outside, but stem from the structural weaknesses of domestic governance. Although Serbia does not face immediate conventional military threats, it is increasingly exposed to hybrid challenges, especially in the domain of cyber security, which remains poorly developed and without a clear strategic framework. Military neutrality and parallel cooperation with NATO, Russia and China further complicate the country's security positioning and make it difficult to harmonize it with European standards.
