Summary/Abstract: This study aims to provide a comprehensive but operationally realistic analysis of the degree to which gender equality is integrated into the climate policies and budgetary processes of Montenegro, including the areas of education, science and the protection of the rights of children and youth. It is based on the obligations of the normative and planning framework of the state, including the new legislative package in the field of climate change and the existing framework for gender equality, as well as new strategic documents in education and science that introduce gender-sensitive standards and indicators. The focus is on determining where the gender perspective is already recognized and used in strategic and planning documents and program budgets, where there are key gaps and which are the fastest feasible measures for improvement, with a clear connection to climate goals and principles of just transition. Bearing in mind the long-term view of these issues, special attention is paid to the education system, which, through the Education Reform Strategy 2025-2035 and the analysis of subject programs and textbooks from the gender aspect, has already recognized the need to remove gender stereotypes and introduce gender-responsive content, but still insufficiently connects these processes with climate risks and policies.
