Summary/Abstract: Digital transition is a continuous process that shapes the development of every country in the 21st century. Member states of the European Union (EU), as well as candidate states, must respect the principles in their online services and public administration systems that ensure an equal, democratic and stable system in which every citizen has equal access to information, effective protection of personal data, a sense of security and guaranteed respect for human rights in the digital space. As a country in the intensive process of joining the EU, Montenegro has the obligation to continuously monitor, innovate and improve the legislative framework in order to enable a sustainable digital transformation. The European Commission, in an effort to ensure full use of the potential brought by the digital transition, adopted the European Declaration on Digital Rights and Principles (EDPP).
