Summary/Abstract: The progress that Serbia made in terms of alignment with EU foreign policy declarations and measures in 2021 (the compliance rate was 62 percent) was practically nullified by Russia's recognition of the independence of the two so-called Republics in Donbas (hereinafter referred to as "DNR" and "LNR") on February 22 and the invasion of Ukraine that began on February 24. The war in Ukraine continued throughout 2022, and Serbia continued to maintain a position of non-alignment with EU restrictive measures against Russia, which the Union significantly increased through nine additional packages of sanctions. Due to these events, namely the increase in declarations issued by the EU regarding the conflict in Ukraine, Serbia's compliance rate in 2022 was only 48 percent.
