Summary/Abstract: Serbia continued with the same patterns of alignment with the EU's Common Foreign and Security Policy (CFSP) as in 2022. That year, Serbia had a compliance rate of 48 percent, which was the worst result among the Western Balkan EU candidate countries. However, the "less intense rhythm" of the introduction of new packages of restrictive measures during 2023 directed at Russia by the EU helped Serbia increase its compliance rate to 53 percent. It should be noted that, although the EU adopted the 12th package of sanctions against Russia on 18 December 2023, the process of countries' alignment with these sanctions was not completed by the end of the year, and these restrictive measures are not taken into account in this analysis. On the other hand, it should be noted that the percentages of alignment are only a descriptive category indicating the general trend of alignment, while the topics with which Serbia failed to align are essentially more critical. EU foreign policy declarations, as well as the measures contained therein, can cover a wide range of issues, which are often not all considered to be of equal importance to the EU and its Member States. These topics cover a variety of issues, from the imposition, amendment or renewal of restrictive measures against certain countries to declarations concerning the marking of key international dates. Of course, the most important are those concerning security issues of direct relevance to the EU and its Member States. Therefore, the EU and its Member States closely monitor compliance with key issues for the Union's position in the world and its proclaimed foreign policy objectives. In this context, compliance between Serbia and other candidate and partner countries is also considered, and in the period 2022-2023. this dimension has emerged as one of the most important issues in the Union's enlargement process.
