Summary/Abstract: The Council of Heads of State of the Shanghai Cooperation Organization (SCO) signed the "Astan Declaration" at the summit held on July 3-4, 2024 in the capital of Kazakhstan, Astana, and formally approved the accession of Belarus to the Shanghai Organization as the tenth member state. Belarus' membership in this organization has a strategic geopolitical dimension, as the country borders three EU member states, and borders Russia to the east and northeast, Ukraine to the south, Poland to the west, and Lithuania and Latvia to the northwest. This is the first summit held in the "SCO Plus" format. This format is composed of 10 member states and 14 partner states of the dialogue. The status of dialogue partner has been possible since 2008. The guests participating in the summit were the Association of Southeast Asian Nations (ASEAN), the Commonwealth of Independent States (CIS), the UN and Turkmenistan.
