Summary/Abstract: The Republic of Serbia is a key country for maintaining regional peace and stability. It raises the question of who is responsible for causing chaos in the Balkans and what intentions are hidden behind it, because in the areas of the Western Balkans part of the domestic political forces are in operation or they are instrumentalized for the realization of foreign interests. Serbia recorded the highest growth in direct foreign investments in the region of over six billion euros and showed its willingness to open almost all negotiation chapters with the EU. EXPO 2027 is a development opportunity for Serbia and the region. The new EU growth plan for the Western Balkans of six billion euros, of which two billion EU grants will be an additional boost to economic development, because almost half of these funds are intended for Serbia. It is necessary for the EU to specify the enlargement process, because the enlargement of the EU cannot be postponed indefinitely. The uncertainty of the EU enlargement process is in favor of that part of the public in the Western Balkans, which opposes the membership of their countries in the EU and is in favor of the EU's rivals.
