Summary/Abstract: The role of victims in war crimes proceedings is irreplaceable, because their statements in these proceedings are often key evidence that can support the allegations of the indictment. Over the past 16 years, since the establishment and during the work of the War Crimes Department of the High Court in Belgrade, the Humanitarian Law Fund has identified numerous deficiencies in the support system for victims and witnesses in war crimes proceedings. Some of the shortcomings are: an inadequate normative framework that governs the position of victims and witnesses, insufficient capacities of institutions responsible for helping and supporting victims and witnesses of war crimes during all phases of criminal proceedings, as well as insufficient training and sensitization of employees in institutions responsible for processing war crimes.
