Summary/Abstract: The legal framework for juvenile justice in Montenegro is based on the Law on treatment of minors in criminal proceedings, which has been in force since September 2012. It prescribes special measures and procedures for dealing with minors in criminal proceedings, with the aim of ensuring their protection, respect for children's rights and rehabilitation instead of punishment. At the same time, it is a special legal act focused on regulating the status, responsibility and protection of minors in criminal proceedings. To a significant extent, it includes international standards, especially the United Nations Convention on the Rights of the Child, as well as European documents that stipulate that minors in criminal proceedings must not be treated as adult perpetrators of criminal acts, but that a special, protective and educational regime must be applied to them.
