Summary/Abstract: The process of drafting the law took an unusually and unnecessarily long time. Namely, since 2012, there has been a draft law that contained solutions to numerous practical problems. That draft law was automatically withdrawn from the procedure after the election of the new Government at the end of that year, and was never re-proposed to the Parliament, although none of the members of the Government indicated that there was anything controversial in it.
