Summary/Abstract: The past year was marked by intensive and accelerated activities of the executive and legislative authorities in Serbia, which were carried out in order to overcome the two-year standstill in European integration. The main part of those efforts was related to the procedure of constitutional changes in the field of justice, the end of which was the referendum organized on January 16, 2022. The rules for holding the referendum were adopted immediately before its implementation (a little more than a month) and were not fully implemented. As an outcome, which can be partly attributed to these efforts, Serbia opened cluster 4 at the end of 2021. It, according to the new enlargement methodology, includes four negotiation chapters in the area of the Green Agenda and sustainable connectivity. The Government of Serbia expects the opening of three new chapters from cluster 3 (Competitiveness and inclusive growth) during 2022.
