Summary/Abstract: Wars, inter-ethnic conflicts, the destruction of economic, residential, cultural monuments, infrastructural facilities, the forced relocation of several million people1 and their complete impoverishment, especially in the post-war period, in the territory of the former Yugoslavia created in the newly formed states: Bosnia and Herzegovina, Montenegro, Croatia and Serbia (the countries of the Western Balkans) an increased need for citizens, marginalized and vulnerable social groups, especially refugees, displaced persons and returnees for free legal aid.
