Summary/Abstract: Serbia is facing numerous challenges in the reform of environmental protection policy. Such challenges are related to the process of European integration, given the high standards of the EU in this area, with which Serbia must comply in order to become a full member. One of the key measures of the environmental protection policy that should be paid attention to is the assessment of the impact of projects and planning documents on the environment. By means of an impact assessment, it is ensured that the competent authority makes a better decision based on as much information as possible. In this way, the negative effects of projects and planning documents on the environment are prevented or reduced. Public participation is a key element of the procedure, which ensures the flow of information from civil society to the competent authority and guarantees the transparency and legitimacy of the decisions made. The compliance of Serbian regulations and institutional solutions with European standards in terms of impact assessment has so far been contested both in Serbia and by the EU. In order to determine the exact situation regarding the implementation of the impact assessment, a comprehensive study of the implementation of the Impact Assessment Directive (IA) and to a certain extent the Strategic Impact Assessment (SIA) Directive was conducted in Serbia, primarily at the local level. The focus of the research was on institutional issues and public participation in the proceedings. In addition to implementation, certain attention was paid to the harmonization of Serbian regulations with EU regulations.
