Summary/Abstract: One of the essential issues of the process of accession to the European Union (EU), which has been largely neglected in Serbia until now, concerns the mutual connection between the creation and coordination of public policies, on the one hand, and negotiations for EU accession (as well as negotiations in the EU institutions upon admission to membership), on the other. The reason for paying special attention to this topic lies in the fact that the period of the opening of pre-accession negotiations with Serbia coincides with a clear increase in the European Commission's interest in creating (public) policy as an aspect of horizontal administrative reforms in candidate countries for membership.
