How to achieve results in public policies? Monitoring and evaluation with the support of civil society

Summary/Abstract: Planned public policies in Serbia are often kept at the level of unfulfilled promises. Although the Government's work plan determines the goals and foresees the activities of public policies, they are often not fulfilled in practice, nor is the success or performance in their realization measured. In contrast to Serbia, in countries with a more developed political culture, the holders of power are under the constant scrutiny of public opinion, which requires effective management of policies, provision of information and, in general, creation of policies based on facts. In the conditions of democratic consolidation and economic transition, it is imperative for Serbia to institutionalize mechanisms and practices through which the holders of power would be called to responsible action and behavior. Moreover, in the context of the negotiations on Serbia's membership in the European Union, the monitoring of the implementation of reforms and the evaluation of the achieved results are particularly important, because the issue of effective and sustainable implementation of the EU acquis will essentially determine the very dynamics of the negotiations, and finally Serbia's admission to the Union. The recently published analytical reviews of the European Commission on the compliance of Serbian legislation with the legal acquis for negotiation chapters 23 and 24 (screening reports) in as many as 20 recommendations pointed to the need to develop or improve the monitoring of results, while in seven recommendations the necessity to develop evaluation mechanisms of individual policies covered by these chapters was emphasized.
