Summary/Abstract: As the influx of refugees increases, the European Union tries and fails to find effective solutions. The most recent such attempt was a meeting in Brussels at the end of October, which brought together statesmen from Albania, Austria, Bulgaria, Croatia, Macedonia, Germany, Greece, Hungary, Romania, Serbia and Slovenia. The result of this meeting is a 17-point action plan (hereinafter: the plan). This CEP view analyzes the plan and provides a critical review of its most controversial measures. In addition, we provide an overview of the Directive on Temporary Protection from 2001 and present it as an alternative proposal for solving the current crisis, while finally considering the consequences of the plan in the context of its application in Serbia.
