Summary/Abstract: Better regulation is not new, but a continuation of previous efforts by different means. This time, much was expected from the Better Regulation Package and its impact on policy formulation, implementation, monitoring and evaluation. Juncker, the president of the European Commission, has shown unequivocal political support for the better regulation program since the beginning of his mandate. A clear indication of this is the fact that within the framework of the two-tier College of Commissioners, the higher unit should have been headed by Frans Timmermans, the first vice-president in charge of, among other things, the department of better regulation. This move raised high hopes for the importance of reforms aimed at simplifying excessive EU legislation. According to Juncker's mission letter sent to Timmermans, any new initiative will have to get the green light from the vice-president to ensure respect for subsidiarity and proportionality and reduce the Commission's activities to only those that truly represent added value if implemented at the level of the European Union.
