Summary/Abstract: Despite popular opinion, commitment to the negotiation process and the ambition of joining the EU per se will not bring the necessary economic growth, nor can it serve as a strategy for the economic growth of the candidate country. A review of the development documents, action plans, availability and direction of already cut funds for their implementation shows that Serbia does not have a far-sighted and coherent growth and development strategy. This text also pointed out some limitations and potential disagreements between the simultaneous imperative of economic growth and the ambition of joining the EU. Finally, certain recommendations were provided regarding negotiation tactics and formulation of optimal economic policy under existing restrictions.
