Summary/Abstract: The term customs union refers to an area in which there are no internal barriers to the movement of goods, and common rules, tariffs and quotas apply to goods entering from third countries. The customs union is the foundation of the European Union (EU) and an essential element in the functioning of the Single Market, which can only function properly when there is a uniform application of common rules at its external borders. To achieve this, the EU's national customs administrations act as if they were one.
